DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is involved in coordinating and performing for the Suffolk County Legislature complex analyses of the fiscal and programmatic effects of the Suffolk County Executive’s proposed operating and capital budgets.  Analyses at this level involve not only specific departments, but the study of the overall impact of legislative fiscal policy.  Supervision is exercised over supervisory personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Analyzes the overall impact of legislative fiscal policy concerning such all-encompassing issues as total expenditures, revenue projections, turnover, sales tax, grant administration, health benefits, retirement estimates and the placement of expenditures in proper funds;

            Coordinates projects initiated at the request of the Legislature; assigns sections to subordinate staff;

            Reviews the work of subordinates, provides direction as to necessary changes, additions or deletions; integrates work into a final project report;

            Performs independent cost benefit analyses of items such as the self-insurance system, which are broad in scope and complex in the number of variables;

            Defines scope of requested projects, prepares work plans and prepares or oversees the preparation of final reports.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of program evaluation and methods; thorough knowledge of federal and state grant administration; thorough knowledge of the principles, practices and techniques of public administration, public finance and budgeting; thorough knowledge of the principles of cost-benefit analysis; ability to coordinate studies of government operations; ability to perform fiscal research and to evaluate the overall impact of changes in fiscal policy; ability to analyze complex data and prepare a comprehensive report; ability to supervise others in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            (a) Graduation from a New York State or regionally accredited college or university with a Master’s Degree in Finance, Accounting, Political Science, Economics, Public Administration, Business Administration, Urban Policy or Social Welfare, and five (5) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included one (1) year of responsibility for directing studies and reviewing the work of others; or,

 

            (b) Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree in Finance, Accounting, Political Science, Economics, Public Administration, Business Administration, Urban Policy or Social Welfare, and seven (7) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included one (1) year of responsibility for directing studies and reviewing the work of others; or,

 

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b), except that no substitution will be accepted for the one (1) year of specified responsibility for directing studies and reviewing the work of others.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Senior Legislative Analyst.
