EXECUTIVE
ANALYST 0783
An employee in this class performs thorough fiscal and programmatic
analyses for the Suffolk County Executive.
The work involves policy analysis, program evaluation and comparative
cost analysis, combined with analysis of current management policies,
procedures and operations.
Responsibility is included for preparing studies and recommendations for
the improvement of departmental operations through increased efficiency and
effectiveness, and formulating policy recommendations. Work is multi-disciplinary in nature, with a
County-wide scope. The incumbent is
expected to exercise some independent judgment and initiative in carrying out
assignments. Supervision is received
from a professional or administrative supervisor, who evaluates performance
through frequent consultation, conferences and review of oral and written
reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Analyzes the fiscal and
programmatic effects of County-wide departmental operating and capital budget
requests and prepares recommendations for consideration by the County
Executive;
Researches, analyzes and
prepares reports to the Executive in such areas as organizational structures,
cost efficiency and effectiveness, department reorganization impacts, labor
agreement proposals, and changes in state funding formulas;
Collects
and analyzes data relative to the performance of government programs and
operations;
Identifies legal,
programmatic and management objectives;
Participates in studies
of departments and operations for the purpose of determining needed
modifications and improvements in organizational structure, program design and
administrative procedures;
Analyzes the
effectiveness and efficiency of operations, presents possible alternatives, and
assists in the implementation of changes;
Makes recommendations for new methods, changes in policy, operations and procedures, and other improvements to increase personnel and cost efficiency;
Prepares reports that
evaluate departmental improvements, and assists managers in measuring the
effects of policy and procedure changes.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good
knowledge of the principles, practices and techniques of public administration,
public finance and budgeting; good knowledge of the principles of cost-benefit
analysis; good knowledge of program evaluation and methods; good knowledge of
the principles and practices of managerial systems analysis; working knowledge
of Federal and State grant programs; ability to conduct studies of government
operations and to perform fiscal research; ability to assess the fiscal
implication of complex legislation; ability to express oneself clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
(a) Graduation
from a New York State or regionally accredited college or university with a
Master's Degree and two (2) years of experience in the analysis of programs,
research, management, finance, personnel, policy, and/or budgeting, one (1)
year of which must have been in the public sector or government; or,
(b) Graduation from a New
York State or regionally accredited college or university with a Bachelor's
Degree and four (4) years of experience in the analysis of programs,
management, finance, personnel, policy, and/or budgeting, two (2) years of
which must have been in the public sector or government; or,
(c) An equivalent
combination of education and experience as defined by the limits of (a) and
(b).
PROMOTIONAL
Two
(2) years of permanent competitive status as an Assistant Executive Analyst;
or, four (4) years of permanent competitive status as an Executive Technician.
