DISTINGUISHING FEATURES OF THE CLASS

An employee in this class coordinates and performs complex fiscal and programmatic analyses for the Suffolk County Executive, and may oversee and/or supervise participating staff as studies are undertaken involving policy analysis, program evaluation and comparative cost analysis, combined with analysis of current management policies, procedures and operations.  Work is multi-disciplinary in nature, with a countywide scope and an emphasis on improving operations, productivity, procedures and/or systems. The incumbent is expected to exercise considerable independent judgment and initiative in carrying out assignments.  Duties are performed under the general supervision of an administrative supervisor and work is reviewed on an on-going basis through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Researches, analyzes, recommends and oversees the implementation of procedures designed to improve government operations, efficiency and productivity;

          Researches, analyzes and prepares reports to the Executive in such areas as organizational structures, cost efficiency and effectiveness, department consolidation, merging of functions, reorganization impacts, labor agreement proposals, and changes in state funding formulas;

          Oversees the collection and analyses of data relative to the performance of government programs and operations;

          Evaluates alternative organizational or service delivery approaches, and serves as a resource in the implementation of changes;

          Recommends new methods and technology, changes in policy, operations and procedures, and other improvements to increase personnel and cost efficiency;

          Guides departmental managers in developing tools and processes for measuring and evaluating work, establishing forecasting methods, and developing and implementing organizational structure changes to improve efficiency.

Thorough knowledge of program evaluation and methods; thorough knowledge of federal and state grant administration; thorough knowledge of the principles, practices and techniques of public administration, public finance and budgeting; thorough knowledge of the principles of cost-benefit analysis; thorough knowledge of the principles and practices of managerial systems analysis; ability to coordinate studies of government operations; ability to perform fiscal research and to evaluate the overall impact of changes in fiscal policy; ability to analyze complex data and prepare comprehensive reports; ability to supervise others in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

             OPEN COMPETITIVE

          (a) Graduation from a college with federally-authorized accreditation or registration with NY State with a Master’s Degree in Finance, Accounting, Economics, Public Administration, Business Administration or Industrial Engineering, and four (4) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included two (2) years of responsibility for researching, analyzing and recommending procedures to improve government operations and processes; or

          (b) Graduation from a college with federally-authorized accreditation or registration with NY State with a Bachelor’s Degree in Finance, Accounting, Economics, Public Administration, Business Administration or Industrial Engineering, and six (6) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included two (2) years of responsibility for researching, analyzing and recommending procedures to improve government operations and processes; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b), except that no substitution will be accepted for the two (2) years of specified responsibility for researching, analyzing and recommending procedures to improve government operations and processes.

 

          PROMOTIONAL

          One (1) year of permanent competitive status as a Senior Executive Analyst.
