DISTINGUISHING FEATURES OF THE CLASS

An employee in this class conducts comprehensive fiscal and programmatic analyses for the Suffolk County Executive, and plans and coordinates the work of a subordinate staff of Executive Analysts as studies are undertaken involving policy analysis, program evaluation and comparative cost analysis, combined with analysis of current management policies, procedures and operations.  Work is multi-disciplinary in nature, with a County-wide scope.  The incumbent exercises considerable independent judgment and initiative in carrying out assignments.  Duties are performed under the general direction of an administrative supervisor and work is reviewed through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Conducts comprehensive reviews of complex issues and directs the production of reports which incorporate a wide variety of data;

            Plans and coordinates analyses of the fiscal and programmatic effects of County-wide departmental operating and capital budget requests and prepares recommendations for consideration by the County Executive;           

            Plans and directs the work of a staff responsible for researching, analyzing and preparing reports to the Executive in such areas as organizational structures, cost efficiency and effectiveness, department reorganization impacts, labor agreement proposals, and changes in state funding formulas;

            Provides direction and assistance in project definition, work plans and staff assignments;

            Defines the scope of studies of departments and operations for the purpose of determining needed modifications and improvements in organizational structure, program design and administrative procedures, prepares work plans and prepares or oversees the preparation of final reports;

            Analyzes the effectiveness and efficiency of operations, presents possible alternatives, and serves as a resource in the implementation of changes;

            Recommends new methods, changes in policy, operations and procedures, and other improvements to increase personnel and cost efficiency;

Comprehensive knowledge of program evaluation and methods; comprehensive knowledge of the principles of cost-benefit analysis;  thorough knowledge of federal and state grant administration; thorough knowledge of the principles, practices and techniques of public administration, public finance and budgeting; thorough knowledge of the principles and practices of managerial systems analysis; ability to coordinate studies of government operations; ability to perform fiscal research and to evaluate the overall impact of changes in fiscal policy; ability to coordinate studies of government operations; ability to analyze complex data and prepare comprehensive reports; ability to supervise others in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            (a) Graduation from a New York State or regionally accredited college or university with a Master’s Degree in Finance, Accounting, Political Science, Economics, Public Administration, Business Administration, Urban Policy or Social Welfare, and five (5) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included one (1) year of responsibility for directing studies and reviewing the work of others; or,

            (b) Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree in Finance, Accounting, Political Science, Economics, Public Administration, Business Administration, Urban Policy or Social Welfare, and seven (7) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included one (1) year of responsibility for directing studies and reviewing the work of others; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b), except that no substitution will be accepted for the one (1) year of specified responsibility for directing studies and reviewing the work of others.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Principal Executive Analyst.
