DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class attends local legisla­tive committee meetings and other special meetings on behalf of the County Attorney.  The incumbent is responsible for assisting in drafting laws and issuing formal opinions on proposals which affect all units of County govern­ment.  Duties also include assisting the County Attorney in preparation and drafting of numerous legislative proposals to be introduced by the County Executive in Albany.  Work is reviewed through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Monitors progress of Albany legislation relating to Suffolk County and local government interests;

          Reviews all resolutions adopting or amending local laws before certifica­tion and filing;

          Assists in drafting numerous proposed bills allowing the County to imple­ment revenue producing measures;

          Analyzes proposed legislation to define purpose, impact and goals;

          Informs local municipalities of pending State and Federal legislation which may affect them.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of legislative procedures and policies at local, county and state levels; good knowledge of functions and operations of county and local governments and the interrelationships between the various levels of government; good knowledge of the principles, practices and procedures of public administra­tion; some knowledge of current literature, recent developments and sources of information relating to local government operations; ability to establish and maintain effective working relationships with officials of other departments and jurisdictions, legislators and representatives of state agencies; ability to gather, organize and evaluate information and reach sound conclusions; ability to express oneself clearly both orally and in writing, good judgment; tact; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree and three (3) years of experience in public administration, business administra­tion or researching and analyzing legislation; or,

 

          (b) Graduation from high school or possession of a high school equivalency diploma and seven (7) years of experience in public administration, business administration, or researching and analyzing legislation; or,

 

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
