DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs administrative duties as head of a library-based literacy program for local residents.  Classes may include Basic English and English as a Second Language.  Supervision may be exercised over a non-professional staff.  Work is reviewed by an administrator through confer­ences, reports and observation.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Interviews and trains non-professional staff assisting in a literacy program;

            Interviews and trains volunteers to function as tutors;

            Supervises an outreach program for recruitment of literacy students;

            Conducts meetings to monitor progress and problems encountered by literacy volunteer tutors;

            Orders and compiles all teaching material for literacy tutors and students;

            Matches student-tutor pairs for literacy training and teaching;

            Maintains literacy tutor and student records;

            Reviews evaluation measures, such as standardized tests for the literacy program;

            Prepares grant proposals to assist in obtaining funding for the literacy program.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of administrative techniques necessary to operate a volun­teer program; ability to communicate effectively, both orally and in writing; ability to administer and coordinate the work of program personnel in a manner conducive to full performance and high morale; ability to train staff; ability to match strengths of tutors with needs of participants; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor's Degree; or,

            (b) Graduation from a college with federally-authorized accreditation or registration by New York State with an Associate's Degree, and two (2) years of experience in the administration of a literacy volunteer program; or,

            (c) Graduation from a standard senior high school or possession of a high school equivalency diploma and four (4) years of experience in the administration of a literacy volunteer program;

            (d) An equivalent combination of education and experience as defined by the limits of (a), (b) and (c).
