DISTINGUISHING FEATURES
OF THE CLASS
Under general
supervision, an employee in this class performs administrative duties as head
of a specialized area or department of a large public library. The incumbent is responsible for the
operation of the department, and for the training and direction of professional
and nonprofessional staff through intermediate supervisors. The work is reviewed by the Director or Assistant
Director of the library through conferences and the attainment of desired
objectives. Does related work as
required.
TYPICAL WORK ACTIVITIES
Heads a department or specialized area in a large public
library: plans, directs and evaluates the operation of the department and the
performance of departmental staff;
Plans, recommends and implements new types of library
services;
Recommends policy for the department;
Participates in staff selection;
Prepares and submits departmental budget for approval;
Performs the most difficult and involved informational,
reference and referral service or cataloging;
May act as consultant or advisor to patrons;
Oversees the development of
collections of books and other library materials;
Represents the library at community and professional
meetings;
Conducts staff meetings and participates in in-service
training programs;
Attends conferences and workshops to keep informed of
professional developments.

Comprehensive knowledge
of the employing library's policies and procedures; thorough knowledge of
modern public library organization, materials, methods and services; thorough
knowledge of bibliographical tools and sources; thorough knowledge of the needs
and makeup of the library district's population; ability to suggest and
implement improvements in services and collections; ability to plan, supervise
and evaluate the work of supervisory library personnel in a manner conducive to
full performance and high morale; ability to plan and estimate budget needs for
a large department; ability to conduct training sessions and address community
groups effectively; ability to establish and maintain effective working
relationships with library patrons, members of professional library organizations
and the community; ability to express oneself clearly, both orally and in
writing; courtesy; good judgment; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE;
Possession
of a valid New York State Public Librarian's Professional Certificate and four
(4) years of experience as a professional librarian (professional experience is
defined as experience gained after being awarded a Master's Degree in Library Science (MLS), or a Master of
Science in Information Science (MSIS) or a valid New York
State Public Librarian’s Professional Certificate).
PROMOTIONAL;
One
(1) year of permanent competitive status as a Librarian II.
NECESSARY SPECIAL
REQUIREMENT
Appointees
must maintain a valid New York State Public Librarian’s Professional
Certificate throughout employment in this title.
