DISTINGUISHING FEATURES OF THE CLASS

An employee in this class plans, directs and coordinates the activities of library projects, such as automation, building and capital plans to ensure goals or objectives are accomplished within time frame and funding parameters.  The incumbent exercises independent judgment and initiative performing project duties.  Supervision is exercised over an in-house staff of clerical employees and mechanics.  Direction is also given to contract personnel.  Work is subject to review by the library director through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Reviews automation, building and capital project proposals or plans to determine possible time frame, cost, procedures, and staffing requirements;

            Assists in the vendor selection process including review of specifications;

            Establishes work plan and staffing for each phase of the project, and helps recruit contractual and in-house personnel; 

            Assigns duties, responsibilities and scope of authority to project staff;

            Coordinates activities of project personnel to ensure the project progresses on schedule and within prescribed budget;

            Reviews status reports prepared by project personnel and modifies schedules or plans;

            Prepares project reports for library management including time lines and cost estimates;

            Provides technical advice to staff and resolves problems;

            Coordinates project activities with requirements of government regulatory agencies, including adherence to building codes.

 

FULL PERORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of modern business and public administration procedures; good knowledge of the capabilities and limitations of electronic office systems; ability to define problems, collect data, establish facts, and draw valid conclusions, ability to interpret an extensive variety of technical instructions in mathematical or diagram form; ability to deal with several abstract or concrete variables; ability to express oneself clearly, both orally and in writing; ability to plan, organize and supervise the work of a staff in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree and two (2) years of experience in public administration or business administration; or,

 

            (b) Graduation from a New York State or regionally accredited college or university with a Master's Degree in public administration or business administration; or,

 

            (C) An equivalent combination of education and experience as defined by the limits of a) and b).
