DISTINGUISHING FEATURES
OF THE CLASS
Under general
supervision, an employee in this class assists the Library Director in
administering a public library. The
incumbent directly or indirectly supervises some or all of the professional and
nonprofessional staff, and assumes administrative responsibility for programs
and services as assigned by the Director.
The employee acts for and in place of the Director when delegated to do
so. The work is reviewed through
conferences, reports and through the effective functioning of assigned programs
and services, and requires the exercise of independent initiative and
judgment. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists the Library Director in planning, developing and
implementing the library's programs and services;
Assists in the preparation of budget estimates and
proposals;
Studies operating procedures and recommends improvements
to the Director;
Participates in staff selection and training;
May conduct staff meetings and make decisions concerning
the allocation of work to supervisory personnel;
Supervises and consults with professional staff to assist
with and correct administrative and technical problems;
Advises and participates in the professional work of the
library;
Attends professional meetings and keeps informed of
developments in the field;
May represent the library at community and group
meetings.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of
library materials and the techniques of library science; good knowledge of
library administrative practices; good knowledge of recent developments,
current literature and sources of information in the field of library science;
ability to plan, coordinate and supervise the work of library personnel in a
manner conducive to full performance and high morale; ability to develop and
maintain effective working relationships with co-workers, patrons and
representatives of the local community; ability to express oneself clearly and
concisely, both orally and in writing; ability to keep records and prepare
comprehensive reports; initiative in making constructive suggestions for
improving services and collections; good judgment; tact; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE;
Possession of a valid New York State Public Librarian's
Professional Certificate and four (4) years of experience in a public library
as a professional librarian (professional experience is defined as experience
gained after being awarded a Master's Degree
in Library Science (MLS), or Master of Science in Information Science (MSIS) or a valid New York State Public Librarian's
Professional Certificate); at least two (2) years of this experience must have
been at the level of Librarian II or higher; or a satisfactory equivalent
encompassing service as a department head in a small library or head of a small
branch.
PROMOTIONAL;
One (1) year of permanent competitive status as a
Librarian IV; or,
Two (2) years of permanent competitive status as a
Librarian II or Librarian III.
NECESSARY
SPECIAL REQUIREMENT
Appointees must maintain a valid New
York State Public Librarian’s Professional Certificate throughout employment in
this title.
