DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for acting as an administrator of an operational area(s) comprising one or more units within a Suffolk County department or the Suffolk County Community College. A position in this title is distinguished from positions in specialized administrator/coordinator titles in that the incumbent is responsible for administrative functions not requiring highly specialized qualifications, or for the administration of multiple, varied, operational areas. Considerable initiative and independent judgment are used in performance of duties. Supervision may be exercised over administrative, technical and clerical staff. Work is distinguished from higher-level titles in the series by factors including the scope and complexity of the program(s) administered, the nature and levels of work performed by subordinates, and a more limited scope of authority for administration of programs including the creation of new policies and procedures. Work is reviewed through conferences and written reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

                Acts as an administrator for an operational area(s) with one or more units within a Suffolk County department or the Suffolk County Community College.

                Performs studies on departmental organization, procedures and workload and prepares recommendations for improved methods and alternative courses of action;

                Reviews work flow and procedures and initiates changes for increased productivity;

                Interprets departmental regulations to staff and the general public;

                Assists in preparation of the departmental budget; annual reports and special reports;

                Represents the department head at conferences and interdepartmental and public meetings.

                Acts as liaison between department head, unit heads and other agencies;

                Interviews job applicants and makes recommendations on hiring;

                Assists in the development of training programs; schedules, plans and provides training for new support staff;

                May supervise employees in the maintenance of various payroll, personnel, budgetary, inventory and other departmental functions or processes.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the methods and techniques of office management, organization and supervision; thorough knowledge of the principles and procedures of public administration and budget preparation; good knowledge of modern bookkeeping methods and procedures; good knowledge of office equipment and supply requirements; ability to plan, organize and supervise the work of others in a manner conducive to full performance and high morale; ability to analyze office and field work procedures; ability to acquire a thorough knowledge of the legal, administrative and procedural regulations applicable to the department; ability to express oneself clearly and concisely, both orally and in writing; ability to promote and maintain effective departmental and public relations; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

                Either:

                (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree, and three (3) years of administrative or supervisory experience in a position involving management or technical functions in public or business administration; or,                

                (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and seven (7) years of administrative or supervisory experience in a position involving management or technical functions in public or business administration; or,

                (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

                PROMOTIONAL

                Two (2) years of permanent competitive status as a Suffolk County government or Suffolk County Community College employee as an Administrative Aide, Administrative Assistant, or Real Property Recorder IV; or,

                Three (3) years of permanent competitive status as a Suffolk County government or Suffolk County Community College employee as a Principal Account Clerk, Principal Legal Secretary, or Secretarial Assistant.
