DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs responsible work in the performance of administrative duties in a medium size Suffolk County department or similar unit within the Suffolk County Community College, relieving the executive or administrative supervisor of a variety of management details.  These positions differ from other management positions through the supervision of more than one significant specialty area of personnel, budget maintenance, office management, or related functions.  Work includes responsibility for the formulation, initiation and interpretation of policies and procedures as well as the supervision of a staff engaged in the maintenance of personnel, payroll, budgetary and related records.  The incumbent may act as a liaison between the department head and the divisions, other departments and the general public.  Performance is subject to the review of a management or administrative supervisor through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Conducts studies of departmental organization and procedures, and prepares reports embodying proposals for improved methods or alternative courses of action;

          Prepares the annual budget request for review by the department head, by coordinating the budget requests of the various divisions; discusses the departmental budget request with the county budgetary unit; prepares periodic expenditure reports for the department head;

          Interviews and hires job applicants for the clerical staff; supervises the maintenance of all departmental personnel records and the preparation of the departmental payroll; discusses personnel requirements with division heads and central personnel agency;

          Processes purchase requisitions received from division heads to central purchasing unit; establishes and supervises the maintenance of bookkeeping and inventory control on purchases; discusses equipment and supply needs of the department with vendors;

          Confers with division heads in the formulation of new personnel, supervisory and procedural policies for the department.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the methods and techniques of office management, organization and supervision; thorough knowledge of the principles and procedures of public administration and budget preparation; good knowledge of modern bookkeeping methods and procedures; good knowledge of modern office equipment and supply requirements; ability to rapidly acquire a thorough knowledge of the legal, administrative and procedural regulations applicable to the department; ability to plan, organize and supervise the work of a staff in a manner conducive to full performance and high morale; ability to develop effective office and field work procedures; ability to promote and maintain effective departmental and public relations; ability to prepare operating and statistical tables and reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree, and five (5) years of administrative experience.

 

          NOTE:  Additional education will be substituted for experience on a year-for-year basis.

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Suffolk County government or Suffolk County Community College employee as an Administrator I.
