DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs highly responsible work in the administration of a variety of functions in a Suffolk County department with several large divisions or similar organization within the Suffolk County Community College.  These posi­tions differ from other management class positions through the supervision of more than one significant specialty area of personnel, budget, office management, ac­counting or related functions.  Work includes the responsibility for planning and directing the work of supervisory and staff personnel in the formulation, initiation and interpretation of administrative policies and procedures.  Emphasis is on the high level of administrative responsibility.  The incumbent exercises independent judgment and initiative, and work is subject to general policy review by the department head through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Directs a variety of administrative functions such as personnel, payrolls, public relations, methods and procedures, purchasing and stores, automotive garage, central record keeping, microfilm operation, central index, mail, messenger service, dupli­cating service, communications and utilities;

            Assists the department head in planning for major changes in personnel, equip­ment, facilities and administrative services;

            Represents the department head in working with other county departments or units of the Community College;

            May supervise the budgetary and accounting section of the department or work closely with it in maintenance of budgetary reports as they pertain to personnel, equipment, supplies and rental facilities and in the preparation of final budget requests;

            Exercises supervision over various administrative functions through subordinate supervisors;

            Directs administrative studies and the preparation of reports embodying proposed or recommended solutions or courses of action.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

            Comprehensive knowledge of the methods and techniques of office management, organization and supervision; comprehensive knowledge of the principles and practices of financial administration, budgeting, statistical concepts and methods, and general services administration; thorough knowledge of the sources of information, methods and techniques used in administrative research; thorough knowledge of modern office equipment and supply requirements; ability to rapidly acquire a thorough knowledge of the legal, administrative and procedural regulations applicable to the department; ability to plan, organize and supervise the work of a large staff in a manner conducive to full performance and high morale; ability to develop effective office and field work procedures; ability to promote and maintain effective depart­mental and public relations; ability to prepare operating and statistical tables and reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree, and nine (9) years of administrative experience.

 

            NOTE:  Additional education will be substituted for experience on a year-for-year basis.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Administrator III in a department of Suffolk County government or in the Suffolk County Community College.
