DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs highly responsible managerial duties including central purchasing, data processing, personnel and accounting work.  Emphasis of the work is on the maintenance of accurate financial records and the preparation of financial reports and prelimi­nary budgets.  Supervision is exercised over a staff of general clerical, account keeping and non-professional personnel.  Work is performed under the general supervision of an administrative supervisor and is reviewed through discussions and reports submitted. Does related work as required. 

 

TYPICAL WORK ACTIVITIES

            Prepares financial and statistical reports for administrative supervisors, and New York State and Suffolk County authorities; 

            Maintains records of receipts and expenditures and bonded indebtedness of the jurisdiction to which assigned; 

            Supervises and participates in the preparation of tentative budgets, payrolls, purchase orders and other business reports of the jurisdiction; 

            Interviews and may recommend hiring of professional and non-professional personnel; conducts salary surveys for personnel and recommends salary plans to administrative superiors; 

            Makes periodic inspections of maintenance and custodial activities to see that they are performed in accordance with regulations.

Good knowledge of modern business and public administration procedures; good knowledge of the methods and procedures used in budget preparation; knowl­edge of public personnel practices and procedures; knowledge of accounting methods and report preparation; knowledge of large-scale purchasing methods and procedures; knowledge of the grades, qualities, supply sources and market factors of commod­ity categories frequently required by County or municipal departments; ability to readily acquire familiarity with the laws, policies, regulations, practices, functions and personnel of the jurisdic­tion to which assigned; ability to plan, assign and supervise the work of others in a manner conducive to full performance and high morale; ability to maintain personnel and financial records and to prepare records; physical condition commensurate with the demands of the position. 

 

MINIMUM QUALIFICATIONS

Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and two (2) years of experience in accounting or finance.

 

NOTE:  Relevant additional education from a college with federally-authorized accreditation or registration by NY State will be substituted for experience on a year-for-year basis.
