DISTINGUISHING FEATURES OF THE CLASS

The work consists of assisting the Town Director of Public Transportation and Traffic Safety in the coordination and supervision of the operations of a municipal public transportation system and traffic and roadway safety program.  An employee in this class coordinates and directs the functions of a public transportation program  which takes care of the safe, efficient and expeditious movement of people and goods in a municipality.  The employee is also responsible for overseeing the construction and maintenance of traffic safety devices and vehicle parking plans and parking meter systems.  This employee works with a great degree of independence in developing the traffic and transportation modules for the municipality.  The incumbent is accountable to a Town Director of Public Transportation and Traffic Safety via conferences and written reports.  A person in this class supervises a staff of professional and technical personnel.  Does related work as required.

           

TYPICAL WORK ACTIVITIES

            Directs studies of the effectiveness of the current mass transportation movement and the present programs of pedestrian and vehicle safety;

            Administers programs for Public Transportation and Traffic Safety in the areas of traffic safety, pedestrian safety, and the area of mass transportation operations;

            Supervises programs for vehicle parking design plans, for a parking meter system and for the construction and maintenance of all traffic control devices under the jurisdiction of a Town;

            Coordinates interrelated activities between the Department of Transportation and Traffic Safety, Town Departments, New York State Transportation Department and County Transportation Department;

            Conducts meetings with agencies and individuals interested in improving traffic and transportation regulations and safety;

            Evaluates  the data collected from studies made by subordinate personnel;

            Prepares periodic reports on departmental activities to the Town Director of Public Transportation and Traffic Safety;

            Oversees subordinates regarding their duties and their job accountability.             

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles of traffic engineering and mass transportation operation; thorough knowledge of highway design in relation to traffic safety and vehicle flow; thorough knowledge of the New York State Manual of Uniform Traffic Control Devices; thorough knowledge of the procedures and requirements of the Federal Urban Mass Transit Agency in securing federal funds to develop and subsidize Mass Transit operations; thorough knowledge of the procedures and requirements for securing New York State funds for mass transit; good knowledge of the principles of statistical analysis in relation to vehicular traffic patterns and mass transit patterns; good knowledge of Federal, State and local codes and regulations applicable to bus operated mass transportation systems; good knowledge of administrative and fiscal procedures as they relate to the operation of a major division of town government; ability to conduct complex contractual negotiations in the establishment and operation of a municipal mass transit program; ability to plan, organize and supervise a comprehensive suburban traffic safety and engineering program and public transportation system; ability to establish and maintain an effective working relationship with subordinates, public officials, the general public and civic leaders; ability to plan, assign and supervise the work of subordinate personnel in a manner conducive to full performance and high morale; ability to direct complex planning studies, prepare analyses, and make recommendations to the legislative body regarding the studies; ability to use the New York State Manual of Uniform Traffic Control Devices expertly; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree and five years of experience in the analysis of transportation and traffic control programs.

 

NOTE:  Experience may be substituted for education on a year-for-year basis to a maximum of four years.
