DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in supervising the unit charged with maintaining complex Workers' Compensation records for a large jurisdiction.  The incumbent is expected to exercise independent judgment and initiative in the performance of these duties pertaining to Workers' Compensation laws and procedures.  Supervision is exercised over a clerical staff assigned to various caseloads.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists in supervising the work of the permanent and temporary clerical staff engaged in maintaining complex Workers' Compensation records of all employee claims;

          Assists in preparing and investigating the information necessary to process knowledge statements to be sent to the Workers' Compensation Board;

          Coordinates the processing of payroll and indemnity payments with affected departments;

          Carries out management policy and procedures regarding Workers' Compensa­tion, and advises departments accordingly;

          Advises department representatives, consultants, rehabilitation agents, investigators, employees, doctors, union representatives and attorneys regard­ing Workers' Compensation claims;

          Computes and analyzes lump sum payments and third party deficiency compen­sation claims;

          May assist in the performance of analytical Workers' Compensation studies to provide management with information necessary for decisions regarding the handling of a claim.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of Workers' Compensation laws and their application; good knowledge of the principles, practices and techniques of public personnel administration; ability to express oneself clearly and concisely, both orally and in writing; ability to plan, organize, direct and supervise the activities of a support staff in a manner conducive to full performance and high morale; ability to maintain effective working relationships with administrators and public officials; ability to prepare clear, accurate and comprehensive reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

Either:

(a)   Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and one (1) year of supervisory or administrative experience in an administrative unit with responsibility for interpreting and applying Workers' Compensation laws and procedures; or,

 

(b)   Graduation from a standard senior high school or possession of a high school equivalency diploma, and five (5) years of experience performing compre­hensive personnel and/or workers' compensation claim functions, one (1) year of which has been supervisory or administrative experience in an administrative unit with responsi­bility for interpreting and applying Workers' Compensation laws and procedures; or,

 

(c)   An equivalent combination of education and experience as defined by the limits of a) and b), except that no substitution is allowed for the one (1) year of supervisory or administrative experience.

 

             PROMOTIONAL

             Two (2) years of permanent competitive status as a Senior Workers’ Compensation Claims Examiner.
