DISTINGUISHING FEATURES OF THE CLASS

Under supervision, an employee in this class performs beginning-level professional mediative work.  The incumbent is responsible for collecting perti­nent facts, administering hearings and maintaining a system to record the status of current negotiations, administrative hearings and other labor matters.  Direct supervision is received from a Labor Mediator at first, but as the incumbent gains experience, s/he works with increasing independence.  Appointment is for a term of two years, after which incumbents who receive satisfactory ratings will be advanced to the title of Labor Mediator without further examina­tion.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

     Conducts administrative hearings, including those for personnel participat­ing in employment and training programs administered by the Department of Labor;

     Gathers data and assists the Labor Mediator in conducting employee admini­strative hearings, arbitrations, mediations, negotiations and other labor relations activities;

     Assists in analyzing complex labor relations problems and recommends solutions;

     Attends meetings with a Labor Mediator and other parties involved in labor negotiations;

     Assists in maintaining detailed progress reports of negotiations, hearings and other labor matters;

     May supervise other professional staff members engaged in labor relations projects.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the American system of negotiated settlements in labor- management disputes; good knowledge of mediation and arbitration procedures; good knowledge of labor laws, The Taylor Law, Civil Practice Laws and Rules, and cost of living indices, particularly as they apply to Suffolk County; working knowledge of the major public and private employers on Long Island; ability to establish and maintain effective working relationships with representatives of management and labor; ability to analyze complex problems and to arrive at sound conclusions acceptable to all parties concerned; ability to express oneself clearly and concisely, both orally and in writing; tact; impartiality; credibility; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

     OPEN COMPETITIVE

     Either:

            (a) Graduation from a New York State or regionally accredited college or university with a Master's Degree in Labor and Industrial Relations, and one (1) year of experience in personnel administration or labor and industrial relations; or,

 

            (b) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Business Administration, Public Administration or a related field, and two (2) years of experience in personnel administration or labor and industrial relations; or,

 

            (c) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in personnel administration or labor and industrial relations; or,

 

            (d)  An equivalent combination of education and experience as defined by the limits of (a), (b) and (c).

 

NECESSARY SPECIAL REQUIREMENT

Applicants must be willing to attend a formal school and participate in formalized training programs, either locally or in other areas, which may include other states.  Courses may last up to five (5) months.
