DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class organizes and supervises the
work of maintaining complex Workers' Compensation records for a large
jurisdiction. The incumbent is expected
to exercise considerable independent judgment and initiative in the
performance of these duties pertaining to Workers' Compensation laws and
procedures. Supervision is exercised
over a large permanent and temporary support staff assigned to various
caseloads. Does related work as
required.
TYPICAL WORK
ACTIVITIES
Organizes and supervises the work of
the permanent and temporary clerical staff engaged in maintaining complex
Workers' Compensation records of all employee claims;
Prepares and investigates the
information necessary to process knowledge statements to be sent to the
Workers' Compensation Board;
Appears before the Board concerning
complex Workers' Compensation claims;
Receives all Workers' Compensation
Board notices and initiates action accordingly;
Reviews all hearing reports and
decisions in order to comply with the demands the Court;
Serves as chief liaison with
Workers' Compensation Board and outside attorneys;
Carries out management policy and
procedures regarding Workers' Compensation and advises departments
accordingly;
Coordinates with management in each
department and the Department of Personnel and Labor Relations;
Advises department representatives,
consultants, rehabilitation agents, investigators, employees, doctors, union
representatives and attorneys regarding Workers' Compensation claims;
Negotiates and consents to lump sum
settlements and third party settlements;
Assists in the performance of
analytical Workers' Compensation studies to provide management with information
necessary for decisions regarding the handling of a Workers' Compensation
claim.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices and
techniques of administering the Workers' Compensation program; good knowledge
of the principles, practices and techniques of public personnel administration;
good knowledge of financial and budgetary procedures; ability to express
oneself clearly and concisely, both orally and in writing; ability to plan,
organize, direct and supervise the activities of a staff in a manner conducive
to full performance and high morale; ability to maintain effective working
relationships with administrators and public officials; ability to prepare
analytical reports; ability to prepare clear, accurate and comprehensive
reports; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a college with federally-authorized
accreditation or registration by NY State
with a Bachelor's
Degree, and three (3) years of supervisory or administrative experience in an
administrative unit with responsibility for interpreting and applying Workers'
Compensation laws and procedures; or,
b) Graduation from a standard senior
high school or possession of a high school equivalency diploma, and seven (7)
years of experience performing comprehensive personnel and/or workers'
compensation claim functions, three (3) years of which has been supervisory or
administrative experience in an administrative unit with responsibility for
interpreting and applying Workers' Compensation laws and procedures; or,
c) An equivalent combination of
education and experience as defined by the limits of a) and b) except that no
substitution is allowed for the three (3) years of supervisory or
administrative experience.
PROMOTIONAL
Two (2) years of permanent competitive
status as an Assistant Workers’ Compensation Supervisor; or three (3) years of
permanent competitive status as a Workers’ Compensation Investigator.
