The work involves responsibility for the review and analysis of all
insurance requirements and for all decisions concerning insurance
coverage. The employee in this class
ensures adequate insurance coverage in all insurance areas, and determines the
degree of liability on the part of the municipality for all claims received. The nature of the work is such that the
incumbent is expected to exercise a considerable amount of independent judgment
and initiative in the performance of assigned duties. The work is performed under the general
supervision of an administrative employee of higher rank and is reviewed
through conferences, consultations and the submission of required reports. Supervision is exercised over subordinate
insurance unit personnel. Does related
work as required.
TYPICAL WORK ACTIVITIES
Reviews
all incoming claims to establish probable reserves and degree of liability on
the part of the municipality;
Reviews
the various coverages and loss experience to determine insurance coverage
needed;
Maintains
statistical records of loss experience, numbers and kinds of accidents,
workers' compensation claims, liability claims and other claims received
whether insured or uninsured;
Makes
recommendations as to the kinds and amounts of insurance to be maintained as
self-insurance and those to be retained with outside insurance firms;
Reviews
leases entered into by the county to ensure that the landlords provide the
county with necessary liability insurance coverage;
Directs,
assigns, coordinates and reviews the work of subordinate clerical, loss control
and claims staff;
Prepares
periodic reports as required;
Conducts
studies and takes such steps as may be required to improve loss experience so
as to show improvement in insurance premiums;
Reviews
and approves vouchers for payments of claims, service fees, and premiums for
auto liability, general liability, workers' compensation, aviation, marine,
fidelity and property losses.

Comprehensive knowledge of the principles and practices in the insurance
field; comprehensive knowledge of the various types of insurance and the kinds
of insurance policies; thorough knowledge of the advantages and disadvantages
of all types of insurance policies and coverage; thorough knowledge of
effective supervisory techniques; thorough knowledge of recent developments,
current literature and sources of information in the insurance field; ability
to analyze insurance needs based upon past claims and projected future claims;
ability to give technical and professional review to a wide variety of
insurance contracts; ability to analyze statistical and factual data and to
arrive at sound conclusions; ability to read and interpret insurance policies
and to determine the most advantageous coverage; ability to establish and
maintain effective working relationships with insurance companies and local
officials; ability to prepare statistical and technical records and reports;
ability to supervise insurance unit personnel in a manner conducive to full
performance and high morale; ability to express oneself clearly and concisely,
both orally and in writing; good judgment; physical condition commensurate with
the demands of the position.
MINIMUM QUALIFICATIONS

Graduation
from a New York State or Regionally accredited college or university with a Bachelor's Degree in Business Management, Business
Administration, Public Administration, Political Science, Insurance, Finance,
or a related field and six (6) years of experience in the administration of an
insurance firm or unit with responsibility for the purchase or issuance of a
variety of insurance contracts, and/or maintenance of a self-insurance program.
