DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class assists in the review and analysis of all insurance coverages
including self-funded workers' compensation, disability income, property,
casualty and liability and other specialty lines. Responsibility is also
included for benefits administration.
The incumbent assists in the formulation of the operating budget,
advises departments about the types of insurance coverage necessary from
contractors, consultants and concessionaires, and assists in the development
and maintenance of chargeback systems for departments with federal
funding. The incumbent helps determine
adequate insurance coverage, assists in reviewing self-funded levels, and aids
in the administration of all self-funded claims. Work is reviewed by an administrator through
conferences and written reports.
Supervision is exercised over insurance personnel. Does related work as required.
TYPICAL WORK
ACTIVITIES
Assists in monitoring all incoming
claims to establish probable reserves and degree of liability;
Reviews the various available
coverages and loss experience to help determine the insurance coverage needed;
Maintains statistical records of
loss experience, numbers and kinds of accidents, workers' compensation claims,
liability claims and other claims received, whether insured or uninsured;
Maintains statistical records of
health benefits and reviews all benefits to determine the effectiveness and efficiency
of the benefit;
Assists in formulating
recommendations to the types and amounts of insurance to be self-funded;
Reviews leases entered into to
ensure that the property owners provide the necessary insurance coverages;
Assists in directing, assigning,
coordinating and reviewing the work of supervisory staff in loss control,
claims and benefits;
Prepares periodic reports as
required in all areas of insurance, risk management and benefits;
Assists in coordinating work with
outside vendors, and in ensuring compliance by all outside vendors under
contract, such as workers' compensation attorneys, third party administrators,
etc.;
Assists in conducting studies and
taking action, as required, to improve loss experience;
Reviews and approves vouchers for
payment of claims, service fees and premiums for automobile liability, general
liability, workers' compensation, aviation, marine, fidelity and property
basis.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of various types of insurance and benefits, including self-funded
insurance and benefits; good knowledge of claims administration, good knowledge
of the relevant market conditions, recent developments in the industry, current
legislation and other sources of information; ability to analyze insurance and
benefits reports and needs in order to project future budget requirements;
ability to provide technical and professional review to all areas of insurance
and benefits; ability to assess statistics and factual data and to read and
interpret insurance policies and their clauses; ability to establish and
maintain effective working relationships with vendors, benefit vendors, local
officials and outside agencies; ability to construct and review technical reports;
ability to supervise insurance unit personnel in a manner conducive to full
performance and high morale; ability to express oneself clearly and concisely,
both orally and in writing, good judgment; physical condition commensurate with
the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree in Business Management, Business Administration, Public
Administration, Political Science, Insurance, Finance, or related field and
four (4) years of experience in the administration of an insurance firm or unit
with responsibility for the purchase or issuance of a variety of insurance
contracts, and/or maintenance of a self-insurance program.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Liability Claims Supervisor; or,
Three (3) years of permanent
competitive status as a Senior Insurance Contract Analyst.
