FEATURES OF THE CLASS
Under
general direction, an employee in this class is responsible for the over-all
administration of Suffolk County's Risk Management Division of the Department
of Law. The incumbent directs the
Division's several units in the areas of self-funded Workers' Compensation,
disability income, and all insurance coverage including liability, property,
casualty and any other specialty lines.
Responsibility is included for serving on administrative committees that
develop policy. Independent initiative
and judgment are utilized in ensuring adequate coverage and implementation
within legal and economic directives.
Work is reviewed by the department head through conferences, reports and
observations. Does related work as
required.
Oversees the administration of all
operating units of the Risk Management Division, including liability, Workers'
Compensation, disability and loss control;
Oversees the development of policies
and procedures to be utilized in self-administered programs and monitors
performance of operations to ensure compliance;
Oversees analyses of issues such as
employee safety, performance of vendors, and changes in programs;
Oversees the maintenance of
statistical records of all areas under the Division's purview, including loss
experience, numbers and types of accidents, Workers' Compensation and liability
claims;
Serves on policy-making committees,
provides detailed analyses and explanations, and makes recommendations to the
County Executive and Legislature to ensure economical administration of
programs within legal and contractual parameters;
Oversees the formulation and
administration of the Division's operating budget;
Directs the monitoring of all incoming
claims to establish probable reserves and degree of liability on the part of
the County;
Directs the review of the various
available coverages and loss experience to determine insurance coverage needed
by Suffolk County;
Oversees the review of leases entered
into by the county to ensure that the landlords provide the county with
necessary insurance coverages;
Coordinates work with outside vendors
and ensures the compliance of all under contract to Risk Management;
Oversees the review and approval of
vouchers for payments of claims, service fees, and insurance premiums.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of various
types of liability and Workers' Compensation insurance, including self-funded
insurance; thorough knowledge of claims administration; thorough knowledge of
relevant market conditions, recent developments in the industry, current
legislation and other sources of information; ability to analyze insurance
reports and needs in order to project future budget requirements; ability to
provide technical and professional review and to make policy recommendations
concerning all areas of insurance; ability to assess statistics and factual
data and to interpret insurance laws and contracts; ability to establish and
maintain effective working relationships with vendors, local officials and
outside agencies; ability to construct and review technical reports; ability to
supervise Division personnel in a manner conducive to full performance and high
morale; ability to express oneself clearly and concisely, both orally and in
writing; good judgment; physical condition commensurate with the demands of the
position.
MINIMUM
QUALIFICATIONS
OPEN-COMPETITIVE
Either:
(a)Graduation from a college with
federally-authorized accreditation, or registration by NY State, with a
Master's Degree in Business Administration, Public Administration or Finance,
and six (6) years of experience in insurance and risk management administration,
four (4) of which must have included supervision of a considerable-size staff
in a self-insured large municipality; or,
(b) Graduation from a
college
with federally-authorized accreditation, or registration by NY State, with a Bachelor’s Degree and eight (8) years of
experience in insurance and risk management administration, four (4) of which
must have included supervision of a considerable-size staff in a self-insured
large municipality.
