DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class is involved in the performance
of entry level professional duties in the Labor Relations Division of the County
Executive’s Office or a Town Supervisor’s Office. The incumbent participates in a variety of
technical tasks involving the administration of a County-wide or Town-wide labor
relations program. The incumbent
receives close supervision and guidance while learning the various aspects of
the job. Once familiar with the work,
the incumbent would be expected to exercise independent judgment and initiative
in carrying out assignments. Supervision
is received from an administrative or professional supervisor through frequent
consultation, conferences and review of written reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Explains and interprets provisions and policies relating
to labor contracts;
Participates in group orientation
meetings for new employees, advising them of the terms and conditions of their
employment;
Assists in the development of the
procedures necessary for the implementation of a central personnel data system;
assists in the administration of this program;
Assists in gathering data and
preparing reports for written and oral presentation in collective bargaining
negotiations and arbitrations;
Assists in the implementation of the
County salary plan.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Some knowledge of the principles, practices and techniques
used in the field of labor relations; some knowledge of interviewing
techniques; ability to establish and maintain effective working relationships
with employees, state agencies, consultants and public officials, to include
tact, patience and the ability to hear two sides of an argument; ability to
analyze facts and find compromise solutions to problems which are acceptable to
both sides; ability to think clearly and concisely; ability to quickly analyze
problems and arrive at solutions; ability to analyze and organize data and
prepare statistical and narrative reports; good command of verbal and written
English; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
(a)
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree; or,
(b)
Successful
completion of sixty (60) credit hours from a college with federally-authorized
accreditation or registration by NY State and two (2) years of experience in
the field of labor relations; or,
(c)
An equivalent
combination of education and experience as defined by the limits of (a) and
(b).
