DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs professional work in the Labor Relations Division of the County Executive’s Office. The incumbent is involved in a variety of duties pertaining to the administration of a County-wide labor relations program.  Work requires use of independent judgment and initiative and is reviewed by a professional or administrative supervisor through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Collects and prepares data and reports for use in contract negotiations; performs comparative research;

          Investigates issues brought to arbitration;

          Represents the Office of Labor Relations at legislative committee meetings;

          Assists in investigation and resolution of grievances;

          Implements and coordinates Suffolk County payroll procedures;

          Interprets and implements Collective Bargaining Agreements;

          Responds to questions from the general public;

          Conducts the Labor Relations portion of Employee Orientation;

          Assists the Safety Officer in investigation and resolution of complaints; fills in for Safety Officer when necessary.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, practices and techniques used in the field of labor relations; good knowledge of the principles, practices and procedures of public administration; good knowledge of recent developments, current literature and sources of information in labor relations work; good knowledge of statistical concepts and methods; ability to establish and maintain effective working relationships with County employees, state agencies, County consultants and public officials; ability to analyze facts and find acceptable compromise solutions; ability to analyze and organize data and prepare statistical and narrative reports; ability to express oneself clearly and concisely, both orally and in writing; courtesy; tact; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree, and one (1) year of municipal labor relations experience.

 

          PROMOTIONAL

          One (1) year of permanent competitive status as a Labor Relations Technician.
