DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs professional work in the Labor Relations Division of the County Executive’s Office. The incumbent assists in conducting labor negotiations and  implementing labor contract provisions, and is responsible for assisting in the issuance of contract interpretations. Work is reviewed in progress and upon completion by submission of reports and thorough conferences.  Does related work as required.

           

 

TYPICAL WORK ACTIVITIES

            Assists in representing the County management in contract negotiations;

            Confers with County departments and the County’s professional negotiator on employment practices currently under negotiations;

            Assists in the issuance of contract interpretations;

            Assists in the equitable settlement of grievance cases;

            Assists in performing statistical studies and surveys of salaries and working conditions.

 

           

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques utilized in the field of labor relations; good knowledge of the principles, practices and techniques of public administration; good knowledge of recent developments, current literature and sources of information in labor relations work; good knowledge of statistical concepts and methods; ability to establish and maintain effective working relationships with County employees, County consultants, administrators and public officials; ability to analyze  facts and exercise sound judgment in solving complex procedural and technical problems; ability to represent the department, and interpret and implement its policies and procedures; ability to prepare and present cohesive studies, reports and analyses; physical condition commensurate with the demands of the position.

           

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree, and two (2) years experience in public administration, including one  (1) year of municipal  labor relations experience.

           

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Labor Relations Analyst.
