ASSISTANT DIRECTOR OF LABOR RELATIONS 0934
Under general supervision, an employee in this class
assists in support of labor negotiations with employee organizations and in
various phases of contract administration.
The incumbent is responsible for assisting in the handling of
grievances, interpretation of contracts and the implementation, analyzing and
costing out all aspects of collective bargaining. Work includes the supervision of professional
and clerical personnel; and supervision is received from the Director and
Deputy Director through conferences and the submission of written reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Acts as a management representative in contract
negotiations with the recognized bargaining representatives of municipal
employee groups;
Gathers and correlates statistical
and financial data concerning the municipality's position on various bargaining
matters;
Consults with departments and
agencies on policies and practices which concern collective negotiations;
Assists the Director in the issuance
of contract interpretations;
Maintains files concerning decisions
by the New York State Public Employees Relations Board and court decisions
which may affect municipal contracts or negotiations;
Represents the Director and the
Deputy Director in their absence;
Conducts surveys of comparative
working conditions and compensation to provide a basis for comparison to
municipal levels;
Administers the County salary plan
under the general supervision of the Director;
Analyzes the needs of the department
with relation to computer hardware and software.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of labor laws, economics and new
developments in the field of labor; good knowledge of local Civil Service laws
and practices; good knowledge of the Taylor Law; good knowledge of methods and
practices of determining cost of collective bargaining agreements; ability to
analytically solve complex problems in accordance with established
labor-management practices; ability to develop the most effective approaches to
the unique problems of labor-management relations; ability to attain the
cooperation of the parties involved toward successful conclusion of disputes;
ability to establish and maintain effective working relationships among labor
organization employees and union representatives; ability to express oneself
clearly and concisely, both orally and in writing; ability to supervise and
direct the work of professional and clerical personnel in a manner conducive to
full performance and high morale; ability to prepare and present cohesive
studies, reports and analyses; physical condition commensurate with the demands
of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and three (3) years of responsible experience in the field
of labor relations.
NOTE: Additional relevant graduate level education
from a college with federally-authorized accreditation or registration by New
York State will be substituted for experience on a year-for-year basis up to a
maximum of one (1) year.
Additional relevant experience in
the field of labor relations will be substituted for education on a
year-for-year basis up to a maximum of two (2) years.
