DEPUTY DIRECTOR OF LABOR RELATIONS 0935
An employee in this class assists the Director in the
negotiation and administration of employee labor contracts for a municipal
jurisdiction. The incumbent acts for,
and in place of, the Director and is required to exercise considerable
independent judgment and initiative in the performance of assigned duties. Supervision is exercised over professional
and clerical personnel. Work is
performed under the general supervision of the Director, and is reviewed
through conferences and the submission of required reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Supervises the work of professional, technical and
clerical personnel in terms of policies, programs and law;
Assists in the formulation of policy
decisions regarding the negotiation and administration of employee labor
contracts;
Assists in examining charges of
unfair labor practices and questions concerning the representation of employees
for the purpose of collective bargaining;
Acts for, and in place of, the
Director of labor Relations;
Presents and argues arbitrations of
alleged contractual violations;
May serve as Section 75 Hearing
Officer;
Responsible for the County's
response in third step grievances;
Acts as Director's representative at
Legislative meetings.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices, methods
and techniques of personnel administration; good knowledge of the principles of
labor relations and familiarity with labor negotiations; good knowledge of
recent developments, current literature and sources of information in the field
of labor relations; ability to establish and maintain effective working
relationships with administrators, department heads and public officials;
ability to supervise and direct the work of professional, technical and
clerical employees in a manner conducive to full performance and high morale;
ability to analyze facts and exercise sound judgment in solving complex
procedural and technical problems; ability to prepare and present cohesive
studies, reports and analyses; physical condition commensurate with the demands
of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by New York State with a
Bachelor's Degree, and four (4) years of responsible experience in the field of
labor relations.
NOTE: Additional relevant graduate level education
from a college with federally-authorized accreditation or registration by New
York State will be substituted for experience on a year-for-year basis up to a
maximum of two (2) years.
