DISTINGUISHING FEATURES OF THE CLASS

In conjunction with the Suffolk County Public Employees’ Deferred Compensation Board, and under the direction of the County Personnel Director, an employee in this class administers the County’s Deferred Compensation (457) Plan. The incumbent coordinates with all appropriate County departments to ensure that the Plan functions efficiently and is in compliance with all rules and regulations for the benefit of eligible County employees. The incumbent is expected to exercise considerable independent judgment and initiative in the performance of duties. Work is reviewed by the Board through meetings and written reports for conformance to appropriate procedures and the achievement of desired results. Does related work as required.     

 

TYPICAL WORK ACTIVITIES

            Coordinates and directs the County’s Deferred Compensation Plan in conjunction with the Suffolk County Public Employees’ Deferred Compensation Board;

            Organizes and administers all sub-committee meetings;

            Collects and reviews information and data pertinent to the Plan and distributes same to the Board;

            Administers policy and makes recommendations to the Board regarding any changes necessary due to amendments on state or federal levels;

            Reviews current policy and trends to determine further action for the benefit of employees or the Board;

            Reviews, evaluates and resolves all problems between the providers and the County, including meeting with provider personnel and/or County personnel as required;

            Publicizes the Plan to County employees through the drafting of all-employee memos;

            Drafts responses to incoming correspondence to the Board as directed, including all requests for the completion of surveys;

            May participate as a voting member at both Board and committee meetings, including participating at annual fund managers meetings at provider site;

            Assists in the preparation of all Request for Proposal (RFP) required by the Plan, and participates in any meetings with responding companies deemed necessary to complete the RFP process;

            In conjunction with the sub-committees, assumes communication responsibilities for: coordinating the publication of a quarterly newsletter and other educational material/inserts distributed to participants; drafting and updating existing booklets/handouts and the Administrative Manual as necessary; developing an efficient system for responding to all incoming applications including, but not limited to, transfers in and out, catch-up, loans, hardship, normal contributions and Domestic Relations Orders; developing  and modifying forms or applications as needed.           

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTIERISTICS

Comprehensive knowledge of applicable Internal Revenue Service regulations, private letter rulings, New York State Deferred Compensation Board Rules and Regulations and Model Plan pertaining to (457) plans; comprehensive knowledge of the principles, techniques and methods involved in coordinating provider options; thorough knowledge of recent developments, current literature and sources of information relative to deferred compensation plans; ability to interpret contracts, prospectuses and other documents; ability to obtain, evaluate and verify information; ability to prepare clear, accurate and comprehensive reports; ability to plan, coordinate and distribute educational material to employees which is informative and promotes participation in the Plan; ability to establish and maintain effective working relationships with all Board members, employees and provider personnel; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.         

           

MINIMUM QUALIFICATIONS          

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree in Business Administration, Finance, or a related field, plus six (6) years of experience in human resources administration, at least one (1) year of which has been in the administration of a (457) Deferred Compensation Plan while serving as member of a (457) Deferred Compensation Board.
