DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs responsible administrative work in assisting the Deferred Compensation Plan Administrator to ensure that the County’s Deferred Compensation (457) Plan functions efficiently and is in compliance with all rules and regulations for the benefit of eligible County employees. The incumbent is expected to exercise considerable independent judgment and initiative in the performance of duties. Work is reviewed by the Deferred Compensation Plan Administrator through meetings and written reports. Does related work as required.        

 

TYPICAL WORK ACTIVITIES

            Assists Deferred Compensation Plan participants, their representatives, and Board members in interpreting and understanding plan features, regulations, and procedures;

            Assists in researching, identifying, and resolving plan-level and participant-level issues:

            Responds to inquiries and requests from Plan provider(s) such as transaction authorizations, security clearances, procedures, document revisions, and communication pieces; provides necessary employee data to Plan provider(s);

            Assists Plan Administrator with Plan compliance or Plan enhancement projects by researching topics, gathering and analyzing data, and preparing information for presentation to the Board;

            Reviews, authorizes, and tracks all loan applications for payments and paycheck deductions;

            Reviews and authorizes applications for Retirement Catch Up and applications to defer final accrual (SCAT) checks; informs Audit and Control of approvals and contribution limits;

            Compiles documents and generates reports for Plan’s annual external audit; Conducts year-end Catch Up Reconciliation to determine contribution limits for upcoming year; Provides figures to Audit and Control;

            Assists with RFP process.     

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTIERISTICS

Thorough knowledge of applicable Internal Revenue Service regulations, private letter rulings, New York State Deferred Compensation Board Rules and Regulations and Model Plan pertaining to (457) plans; Thorough knowledge of the principles, techniques and methods involved in coordinating provider options; good knowledge of recent developments, current literature and sources of information relative to deferred compensation plans; ability to interpret contracts, prospectuses and other documents; ability to obtain, evaluate and verify information; ability to prepare clear, accurate and comprehensive reports; ability to plan, coordinate and distribute educational material to employees which is informative and promotes participation in the Plan; ability to establish and maintain effective working relationships with all Board members, employees and provider personnel; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.          

           

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree, plus four (4) years of professional experience in human resources, personnel, Civil Service, or employee benefits, which includes work in the administration of a government 457(b) plan.
