DISTINGUISHING FEATURES OF THE CLASS
In conjunction with the Suffolk County
401(a) Terminal Pay Board, and under the
direction of the County Personnel Officer, an employee in this class
administers the County’s 401(a) Terminal Pay Plan. The incumbent coordinates with all appropriate County
departments to ensure that the Plan functions efficiently and is in compliance
with all rules and regulations for the benefit of eligible County employees. The incumbent is expected
to exercise considerable independent judgment and initiative in the performance
of duties. Work is reviewed by the Board through meetings and written reports. Does related work
as required.
TYPICAL WORK
ACTIVITIES
Coordinates and directs the County’s 401(a) Plan in conjunction with
the Suffolk County 401(a) Terminal Pay Board;
Assists
401(a) Plan participants in interpreting and understanding Plan features, regulations,
and procedures;
Organizes Board meetings and completes reports;
Oversees, as a fiduciary, the assets managed in the Plan;
Researches, identifies, and resolves plan-level and
participant-level issues;
Administers policy and makes recommendations to the Board
regarding any changes necessary due to amendments on state or federal levels; Reviews
current policy and trends to determine further action for the benefit of
participants or the Board;
Prepares
Requests for Proposals (RFPs) and contracts/amendments, and participates in
meetings with responding companies necessary to complete the RFP/contract/amendment
process;
Develops and maintains plan summary, and
related policies, in conjunction with Plan provider.
Provides
information and documents for audits of Plan;
Prepares
and provides presentations.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTIERISTICS
Comprehensive knowledge of
applicable Internal Revenue Service regulations and private letter rulings; comprehensive
knowledge of the principles, techniques and methods involved in coordinating
provider options; thorough knowledge of recent developments, current literature
and sources of information relative to 401(a) plans; ability to interpret
contracts, prospectuses and other documents; ability to obtain, evaluate and
verify information; ability to prepare clear, accurate and comprehensive
reports; ability to plan, coordinate and distribute educational material to
employees which is informative and promotes participation in the Plan; ability
to establish and maintain effective working relationships with all Board
members, employees and provider personnel; good judgment; tact; courtesy;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor’s Degree, plus two (2) years of professional experience
in human resources, personnel, Civil Service, or benefits, which includes work
in the administration of a government retirement plan.
NOTE: Additional experience as described above may
be substituted for education on a year-for-year basis.
