DISTINGUISHING FEATURES OF THE CLASS

An employee in this class plans, directs and coordinates the activities of the centralized Workers’ Compensation unit of the Insurance and Risk Management Division of the Suffolk County Law Department.  Responsibility is included for supervising and coordinating the County’s self-insured/administered Workers’ Compensation program and ensuring compliance with all state and local laws, County operating procedures and collective bargaining agreements. The incumbent is expected to exercise considerable independent judgment and initia­tive in the performance of these duties and work requires extensive knowledge of Workers' Compensation laws and procedures.  Supervision is exercised over a large technical and clerical support staff assigned to various caseloads.  Work is reviewed by the Risk Management Administrator.  Does related work as required.

 

TYPICAL WORK ACTIVITIES         

            Interviews, trains and directs unit staff and reviews claims examiners’ caseload management performance, providing procedural direction on complex claims matters;           

            Develops claims management strategies which safeguard the County’s and employees’ interests while ensuring cost efficient administration;

            Oversees and certifies compliance with NYS Workers’ Compensation Board Medical Treatment Guidelines which define standards of care;

            Monitors early intervention programs, claims investigations, outside surveillance activities and fraud prevention efforts;

            Coordinates program administration with the NYS Workers’ Compensation Board, County Police/Sheriff Medical Evaluation Units and contracted medical review services;

            Certifies payments processed in the Risk Management System and coordinates timely payments;

            Evaluates and implements technology based solutions and coordinates Risk Management System upgrades with the Department of Information Technology;

            Assists County’s outside counsel in the review and development of legal strategies to ensure optimal case outcomes;

            Participates in the selection of third party vendors and ensures that services are rendered in accordance with contractual standards;

            Coordinates lump sum settlements and recoveries for third party settlements;  

            Advises departmental payroll/personnel representatives and Labor Relations on Workers' Compensation matters and responds to inquiries from providers, claimants, union representatives and attorneys.         

           

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques of adminis­tering a Workers' Compensation program; thorough knowledge of claims administration; thorough knowledge of Federal, State and local laws applicable to Workers’ Compensation insurance; good knowledge of the principles, practices and techniques of public personnel administration; good knowledge of financial and budgetary procedures; ability to express oneself clearly and concisely, both orally and in writing; ability to plan, organize, direct and supervise the activities of a staff in a manner conducive to full performance and high morale; ability to maintain effective working relationships with administrators and public officials; ability to prepare analytical reports; ability to prepare clear, accurate and comprehensive reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

a)              Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and five (5) years of supervisory experience in an administrative unit with responsibility for interpreting and applying Workers' Compensation laws and procedures, or

b)              Graduation from a standard senior high school, or possession of a high school equivalency diploma, and (9) years of supervisory experience in an administrative unit with responsibility for interpreting and applying Workers’ Compensation laws and procedures.   

         

PROMOTIONAL

         Two (2) years of permanent competitive status as a Workers’ Compensation Supervisor; or, four (4) years of permanent competitive status as an Assistant Workers’ Compensation Supervisor.
