FEATURES OF THE CLASS
An
employee in this class is responsible for assisting the Suffolk County Executive’s
Employee Medical Health Plan (EMHP) and Human Resources Offices in formulating,
maintaining, and updating policies regarding personnel services and
administrative procedures for the Suffolk County Employee Medical Health Plan (EMHP).
The incumbent is responsible for financial performance analysis, budgetary
review, and operations research for the evaluation of the Employee Medical Health
Plan of Suffolk County. The incumbent supervises a technical staff; and is
required to exercise a considerable amount of independent judgment and
initiative in the performance of assigned duties. The work requires extensive interaction with
the Office of Labor Relations, third-party administrators, and the Employee
Medical Health Plan Labor/Management Committee.
Work is performed under the general direction of the Director of
Municipal Health Plan and the Director of Human Resources and is reviewed
through conferences, consultations and the submission of required reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Assists the Director of Municipal
Health Plan and the Director of Human Resources in the development and implementation of policies and procedures for personnel
services and the administration of the Suffolk County Employee Medical Health Plan;
Monitors the effectiveness of
procedures and staff and evaluates EMHP operations;
Establishes organizational structures to effectively implement policies and procedures;
Assists the Director of Municipal Health Plan with administrative supervision of the various business area functions;
Serves as liaison to the Information
Technology Services Department to develop and maintain effective information
technology programs necessary for personnel services delivery;
Oversees the coordination of EMHP programs
and services within the Department and among all County Departments served;
Prepares the health benefits budget and
ongoing status reports and advises the Director of Municipal Health Plan and
the Director of Human Resources on staffing and personnel matters.

Comprehensive
knowledge of the principles, practices and techniques of administering
employee benefit/human resources programs; thorough knowledge of the
principles, practices and techniques of public administration; thorough
knowledge of the principles, practices, methods and techniques of public
finance and budgeting; thorough knowledge of effective management techniques;
ability to analyze facts and exercise sound judgment in arriving at
conclusions; ability to plan, direct and supervise the activities of a staff in
a manner conducive to full performance and high morale; ability to establish
and maintain effective working relationships with others; ability to prepare,
submit and analyze reports; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized accreditation or registration by New
York State with an Associate’s Degree in Accounting and six (6) years of
administrative experience in program evaluation, financial and operational
analysis and the design of financial reporting systems. Four (4) years of this experience must include
working in a government agency performing financial and operational reviews of
employee health benefit programs.
NOTE: Additional relevant experience will be
substituted for education on a year-for-year basis.
