DIRECTOR
OF HUMAN DEVELOPMENT 0985
Under general direction, an employee in this class administers a variety
of community service programs for low-income and/or minority residents of a
Town. Such programs may include
counseling, case management, surplus food distribution, employment, housing
assistance and cultural events. Duties
may include the writing of routine reports, budget requests and press releases,
and speaking to community groups. The
employee is expected to exercise considerable independent judgment and
initiative in administering programs and representing the municipality to its
residents. Supervision is exercised
over professional and nonprofessional staff members, and is received from an
administrator who evaluates work through conferences, written reports and the
attainment of program objectives. Does
related work as required.
TYPICAL WORK ACTIVITIES
Administers
a variety of community assistance programs, such as youth employment, surplus
food distribution, case management, housing assistance and advocacy on behalf
of residents with governmental agencies;
Monitors the performance
of existing programs to determine needed improvements, and recommends the
establishment of new programs to meet the needs of the community;
Maintains contact with
community groups and residents through public speaking, press releases and
needs assessment surveys;
Acts as liaison with other
agencies to achieve better coordination and increase the effectiveness of
services provided;
Arranges for cultural
events and special programs;
Prepares narrative and
statistical reports on services provided;
May prepare budget
requests and applications for funding.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of the principles and practices of planning and administering human
development programs; thorough knowledge of Federal, State and County programs
in the area of human development; thorough knowledge of recent developments,
current literature and sources of information in the field of human
development; good knowledge of research and survey techniques; ability to
establish effective working relationships with other governmental agencies,
private organizations, community representatives and individuals associated
with community service programs, and to coordinate their efforts for productive
results; ability to analyze statistics and other information relative to human
development; ability to prepare comprehensive reports on the operations of the
division or department; ability to supervise in a manner conducive to full
performance and high morale; physical condition commensurate with the demands
of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a regionally accredited or New York State registered college or university
with a Bachelor's degree, and five (5) years of experience in community
organization or human services, one (1) year of which must have been in an
administrative capacity.
NOTE:
Additional relevant education beyond the Bachelor's degree from a New
York State or regionally accredited college or university may be substituted
for non-administrative experience on a year-for-year basis.
NECESSARY SPECIAL REQUIREMENT
Possession
of a valid New York State driver's license at the time of appointment;
appointees must maintain a valid license throughout their employment in this
title.
