FEATURES OF THE CLASS
An employee in this class is responsible for all labor
relations functions for the Sheriff’s Office, including participating in the
negotiation of employee labor contracts. The incumbent is responsible for
programs pertaining to employee benefits and labor relations for multiple
collective bargaining agreements. Supervision is exercised over clerical and
technical staff. Work is performed under
general supervision, and is reviewed by an administrative supervisor through
conferences and reports. Does related
work as required.
TYPICAL WORK
ACTIVITIES
Maintains liaison with employee
organizations to ensure harmonious labor/management relations;
Represents the Sheriff in collective
bargaining negotiations and compulsory interest arbitration hearings;
Meets with employees and union
representatives to resolve grievances;
Coordinates and maintains all
necessary paperwork, personnel files and pre-employment investigative files for
the hiring or changing of personnel;
Advises employees regarding workers
compensation procedures, retirement, health insurance and other benefits of the
collective bargaining agreements;
Keeps records on employee benefit
programs and labor relations activities;
Serves as liaison with the Internal
Affairs Bureau in disciplinary matters;
Serves as the department’s Freedom
of Information Officer;
Serves as the Sheriff’s liaison to
the Suffolk County Information Technology Working and Steering Committee;
May serve as a Section 75 Hearing
Officer;
Assists in handling purchases of IT
materials for the department;
Supervises contractually mandated
drug, alcohol and steroid testing for sworn officers;
Prepares written personnel reports
for local, State and Federal governments on areas of assignment;
Plans, organizes and supervises the
activities of a technical and clerical staff.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of
public personnel administration; thorough knowledge of the principles of labor
relations and familiarity with labor negotiations; thorough knowledge of the
policies and operations of the Sheriff’s Office; good knowledge of recent
developments, current literature and sources of information in the labor
relations field; thorough knowledge of employee benefit programs; ability to
analyze and assess present and projected program accomplishments and
requirements; ability to establish and maintain effective working relationships
within the department; ability to supervise in a manner conducive to full
performance and high morale; ability to gather data and prepare reports;
ability to express oneself clearly, both orally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(A) Graduation from a college with federally-authorized
accreditation or registration by NY State with a Master's Degree in Business or
Public Administration, Labor and Industrial Relations or a related field, and four
(4) years of experience in personnel administration or labor relations, two (2)
years of which must have been in a supervisory or administrative capacity; or,
(B) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree in Business or Public Administration, Labor and Industrial
Relations or a related field, and six (6) years of experience in personnel
administration or labor relations, three (3) years of which must have been in a
supervisory or administrative capacity; or,
(C) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
