DISTINGUISHING FEATURES OF THE CLASS
This position involves responsibility for assisting an Economic Development Zone Board with the administration of a program to attract new businesses and to promote expansion of existing businesses within a designated Economic Development Zone which seeks to stimulate economic growth in distressed areas. Personal contacts are maintained with business and industrial representatives to provide detailed information about the advantages of a Zone location, and outreach to neighborhood groups and service agencies is developed to encourage participation. Responsibility is included for preparing financial and narrative reports in accordance with State guidelines. Work is reviewed by the Board for conformance with established policies and achievement of desired results. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists the Board in
establishing policies relating to zone goals and objectives, and implementation
of an annual plan;
Establishes and
maintains a visitation program to businesses participating in the Zone program
and explains program benefits to potential participants;
Assists participants
in completing application forms, reviews completed applications prior to
submission for certification;
Oversees an extensive
promotional campaign to market the Economic Development Zone to the local and
national business community;
Prepares grant
applications and the Zone's annual operating budget and annual narrative
report;
Prepares for the
Economic Development Zone Board quarterly and annual financial reports in
accordance with the requirements established for the program by New York State;
Conducts surveys,
community meetings and seminars to publicize and explain the program, and to
encourage participation and maximum benefit for the locality.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of the principles and practices of economic
development planning and industrial revitalization principles and practices;
good knowledge of the geography and demography of the locality; good knowledge
of public relations and promotions techniques; working knowledge of applicable
tax laws; working knowledge of basic research methods and techniques; ability
to establish and maintain good working relationships with prospective clients,
business officials and the public; ability to communicate effectively both
orally and in writing; initiative and resourcefulness; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
Either:
A. Graduation from a New York
State or Regionally accredited college or
university with a Bachelor's degree and two years of experience in urban
planning, economic or industrial development, or a field related to the
development and implementation of economic growth; or
B. Graduation from high school or possession of
a high school equivalency diploma and six years of experience as described in
(A) above; or
C. An equivalent combination of training and
experience as defined by the limits of (A) and (B).
