DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is
responsible for administering and planning a comprehensive managed parking
program in a municipality. The employee is responsible for overseeing metered
parking systems and facilities, assisting in the development, improvement, and
expansion of the parking program, marketing parking incentive programs,
responding to resident and visitor concerns and complaints, and overseeing the
repairs and maintenance of the parking meter system. Work requires considerable initiative and judgment
and is performed under general supervision.

TYPICAL WORK ACTIVITIES
Manages and
supervises a comprehensive managed parking program in a municipality;
Manages, plans and
develops fee schedule for meters;
Develops and
implements a comprehensive plan for the improvement and expansion of the
parking program;
Meets with existing
and prospective business owners to promote customer parking validation
opportunities;
Assists in
correcting any improperly issued parking tickets and works alongside code
enforcement personnel to achieve a high rate of enforcement accuracy;
Drafts, implements
and revises contracts as necessary for the parking program;
Serves as the
contact person to the parking meter system manufacturer and ensures that all
contractual obligations are met;
Oversees and
assists in making repairs and performing preventative maintenance on the
electronic parking meters and server;
Supervises parking
meter personnel.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of a comprehensive pay parking
program; thorough knowledge of local ordinances and parking regulations; good knowledge of the principles and practices of public
relations and marketing; good knowledge of effective
supervisory techniques; working knowledge of automated systems and software;
working knowledge of the materials, methods and practice used in the
maintenance and repair of electronic parking meter systems; ability to develop
knowledge of electronic parking meter systems and to evaluate equipment and
systems requirements; ability to promote and
maintain good public relations with public officials, business and community
groups; ability to plan, assign and
supervise the work of subordinate personnel in a manner conducive to full
performance and high morale; ability to deal with the public in a courteous and
tactful manner; ability to maintain departmental records and to prepare and
submit reports; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
A) Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor’s Degree in Business Administration, Accounting,
Marketing, or a related field, and three (3) years of administrative and/or
supervisory experience in public relations, marketing, area development, or
business management; or
B) Graduation from a college with federally-authorized
accreditation or registration by NY State with an Associate’s Degree in
Business Administration, Accounting, Marketing, or a related field, and five
(5) years of administrative and/or supervisory experience in public relations,
marketing, area development, or business management; or
C) An
equivalent combination of education and experience as defined by the limits of
(A) and (B).
NOTES:
1.
Experience in the monitoring, installation, repair or maintenance of automated
information systems and technologies may be substituted for the above
experience on a year-for-year basis to a maximum of one (1) year.
2.
Up to twelve (12) credits of coursework in information technology supplementing
or part of a qualifying degree may be substituted for a maximum of one (1) year
of experience defined in A and B where twelve (12) credits equals one (1) year.
