DISTINGUISHING FEATURES OF THE CLASS

Under immediate supervision, an employee in this class performs engineering work in the investigation, design, review and construction of public works projects and regulatory programs in a supervised in-service training program.  The incumbent receives training while assisting professional supervisors in civil engineering projects and regulatory programs requiring the application of engineering skills and knowledges.  As experience is gained, the incumbent receives assignments that require more independent action such as making and checking engineering design computations and the inspecting of less complex public works projects under construction.  Work is checked and reviewed frequently throughout its progress and completely at its conclusion by professional supervisors.  Upon satisfactory completion of one year of permanent competitive service as a Junior Civil Engineer Trainee, the incumbent receives permanent appointment as a Junior Civil Engineer.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in the preparation and review of engineering drawings; computes quantities of wastes, fill, drainage, construction materials and other items;

            Makes preliminary design or reviews design of sanitary sewer and storm drainage systems including catch basin location, pipe size, and related structures; makes preliminary highway designs of intersections and profiles for intersecting streets;

            Makes a variety of preliminary quantities and cost estimates for engineering projects; receives records, charts and statistical information from the field; uses personal or mainframe computer as a design tool; analyzes data and prepares detailed reports for professional engineering supervisors;

            Prepares right-of-way maps; determines property lines from field notes, deed descriptions and subdivision maps; computes area of parcels; writes parcel descriptions;

     Acts as resident engineer on minor construction projects or assumes responsibility for a portion of a large construction project; inspects construction work to assure compliance with County, State and federal standards; prepares written progress reports for supervisors; investigates environmental systems; interprets results, prepares reports and makes recommendations;

            Assists in the design of bridges and other public works structures;

            Makes preliminary designs for retaining walls, traffic signal poles and other basic structures;

            Assists in performing inspections of bridges and other structures;

            Compiles records, collects samples and takes measurements relating to the operation of sewage treatment facilities;

            Assists in performance of monitoring and surveillance activities for industrial pretreatment, wastewater management and scavenger waste regulatory programs.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, techniques and practices of civil engineering and environmental control programs as well as federal, state and local pollution control regulations; good knowledge of civil engineering mathematics; good knowledge of the principles, techniques and practices of topographical or

hydro-graphical surveying or land surveying; good knowledge of the principles and practices and the instruments used in engineering drafting; some knowledge of the investigation, design and construction of public works and sewage facilities; skill in the use of computer and engineering instruments and equipment; ability to make engineering and related mathematical computations; ability to take charge of the less difficult engineering or surveying projects in field or office and to obtain adherence to plans and specifications; ability to understand and follow complex oral and written instructions; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Civil or Sanitary Engineering, Construction Management Engineering Technology or Civil Engineering Technology at time of appointment.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment, and during employment in this title, employees will be required to possess a valid license to operate a motor vehicle in New York State.
