DISTINGUISHING FEATURES OF THE CLASS

An employee in this class receives assignments requiring the application of professional engineering skills and knowledges to civil engineering projects in connection with the design, construction, inspection, operation or maintenance of public works projects, including the abatement and control of air, water and land pollution. Assignments are received with general instructions, but incumbents use their own judgment and initiative in arriving at conclusions. Supervision may be exercised over technical assistants in any phase of their work. Performance is reviewed through conferences while in progress and completely at its conclusion by professional supervisors. Does related work as required.       

 

TYPICAL WORK ACTIVITIES

             Plans and designs highways in accordance with modern highway engineering practices; makes preliminary layouts of proposed highway improvements with the aid of reconnaissance and aerial photographs; prepares engineering estimates of quantities of materials for proposed road improvement; recommends modification to specifications and recommends new specifications for materials or methods;

             Investigates proposed bridge sites; estimates cost of proposed structure or improvement; makes preliminary design and, after approval by supervisor, makes final design; writes specifications; makes strength ratings of existing or proposed structures; studies new construction and design methods for possible application to County work;

             Acts as resident project engineer on construction of bridges and roads under contract to various contractors; supervises the inspection of placing of steel, and mixing and placing of concrete; prepares estimates and submits recommendations on amounts of money due contractor each month;

             Acts as resident engineer on construction of major sewerage projects; supervises the inspection of construction; prepares cost estimates and change orders;

             Plans, designs and/or reviews engineering plans for highways, buildings, bridges, sewage and industrial systems for compliance with County, state and federal standards of design and construction;

             Assists land developers, sub-dividers and planners on proposed plans for comprehensive sewer systems;

             Assists in developing monitoring and detection systems for pollution control and supervises personnel so engaged;

             Assists in enforcement of environmental sanitation programs through case development and court testimony.              

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, techniques and practices of civil and/or sanitary engineering; thorough knowledge of the investigation, design and construction of public works and sewerage facilities relating to the field of specialization; good knowledge of engineering mathematics; skill in the use of engineering instruments and equipment; ability to make engineering and related mathematical computations; ability to use an electronic computer as a design tool; ability to take charge of difficult engineering or surveying projects in field or office and to obtain adherence to plans and specifications governing an engineering project with tact, firmness and impartiality; ability to supervise the work of technical and clerical personnel in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.      

            

MINIMUM QUALIFICATIONS

             OPEN COMPETITIVE

             Either:

             A) Possession of a Professional Engineer’s License issued by the State of New York; or,

             B) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree in Civil or Sanitary Engineering, Construction Management Engineering Technology or Civil Engineering Technology; and,

                Either:

                a) Three (3) years of experience as a civil engineer, sanitary engineer or civil or sanitary engineer trainee in a state or municipal department; or

                b) Four (4) years of experience as a civil engineer, sanitary engineer, or civil or sanitary engineer trainee in a private organization.

NOTE: A Master’s Degree in Engineering Technology or Civil or Sanitary Engineering may be substituted for one (1) year of the required experience.

             PROMOTIONAL

             Two (2) years of permanent competitive status as an Assistant Civil Engineer or Junior Civil Engineer.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment, candidates must possess a Professional Engineer's License issued by the State of New York and maintain it while employed in this title.

 

At the time of appointment, and during employment in this title, employees will be required to possess a valid license to operate a motor vehicle in New York State.
