DISTINGUISHING FEATURES OF THE CLASS

An employee in this class coordinates all phases of town solid waste management.  Work involves the performance of inspections to insure compliance with regulatory agency mandates and to insure adherence to all construction requirements.  Responsibility is included for developing cost and income projections.  The incumbent is required to exercise technical expertise and business acumen.  Work is performed under the general direction of the Town Board or an administrative supervisor.  Performs related work as required.

 

 

TYPICAL WORK ACTIVITIES

            Acts as coordinator for the Town Board with all town departments with respect to solid waste management;

            Conducts and/or arranges for specialized inspections of landfill sites to insure compliance with all agreement stipulations;

            Applies engineering skills and knowledge to insure that all permit conditions, codes, regulations, specifications and other requirements are adhered to;

            Monitors, records and prepares analyses of waste stream data;

            Reviews billings and makes payment recommendations;

            Prepares yearly operating budget estimates;

            Supervises all phases of related projects with respect to design, construction, operation, alteration, repair and/or maintenance;

            Acts as liaison between Town Board and regulatory agencies.

 

FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of construction specifications and of their application to public works projects; thorough knowledge of engineering mathematics; good knowledge of Federal, State, and local laws pertaining to the disposal and monitoring of solid waste; skill in the use of engineering instruments and equipment; ability to secure compliance by appropriate parties with the contract and specifications governing the cooperative agreement; ability to analyze data and evaluate alternatives; ability to prepare technical reports and communicate effectively with colleagues and government officials; ability to express oneself clearly and concisely both orally and in writing; physical condition commensurate with the demands of the position.

 

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and four (4) years of experience in civil engineering or solid waste management.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Assistant Civil Engineer.
