DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for performing administrative and supervisory work in assisting the Chief Engineer (Public Works) to formulate and implement policies and procedures for the operation of the Division of Highways, Structures and Waterways. The nature of work is such that the employee is required to exercise independent judgment and initiative in the performance of assigned duties. Supervision is exercised over employees of the division through section heads and subordinate supervisory personnel. The work is performed under the general supervision of the Chief Engineer (Public Works) and is reviewed through conferences and the submission of required reports. Performs related work as required.

TYPICAL WORK ACTIVITIES

Acts as the Chief Engineer (Public Works) in the Chief's absence;

Assists in the development and implementation of policies and standard procedures for the Division of

Highways, Structures and Waterways;

Attends public hearings and meetings on behalf of the Chief Engineer (Public Works);

Acts as a liaison between the division and the public;

Assists in the supervision of the overall preparation of design, plans and specifications for all

construction projects for the Division of Highways, Structures and Waterways;

Assists in the preparation of Capital and Operating Budget requests.

FULL PERFORMANCE KNOWLEDGES, SKILLS,-ABILITIES AND PERSONAL CHARACTERISTICS  

Comprehensive knowledge of the principles and practices of civil engineering; comprehensive knowledge of modern engineering practices and procedures as they apply to public works projects; thorough knowledge of laws and other regulatory enactments as they apply to public works; good knowledge of modern office administration; ability to apply engineering knowledge to specific administrative and technical problems; ability to develop and enforce departmental policies and procedures; ability to establish and maintain effective working relations with Federal, State and County agencies, departments and the general public; ability to plan and direct the work of engineers, contractors and other departmental personnel in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Civil Engineering and six (6) years of experience as a professional engineer exercising managerial or administrative responsibility for civil engineering projects and/or programs.

PROMOTIONAL 

            Two (2) years of permanent competitive status as a Principal Civil Engineer or Director of Traffic Safety; or,

            Four (4) years of permanent competitive status as an Associate Civil Engineer, Assistant Director of Traffic Safety, or Director of Materials Testing

NECESSARY SPECIAL REQUIREMENT

At the time of appointment, candidates must possess a Professional Engineer's License issued by the State of

New York and maintain it while employed in this title.
