DISTINGUISHING FEATURES OF THE CLASS
Under general direction, an employee in this
class oversees highway, bridge and waterways engineering and maintenance
activities within the Public Works Department. The incumbent has responsibility
for planning, organizing and directing engineering functions of the Public
Works Laboratory, Survey, Highways, Bridges, and Waterways Divisions. The
principal responsibilities are: determining and establishing technical and
administrative policies and procedures and the development, analysis and
evaluation of engineering projects with respect to feasibility, cost, economic
justification, public necessity and convenience. Performs related work as
required.
TYPICAL WORK ACTIVITIES
Provides
overall supervision and direction of construction of county highways, bridges,
and waterways;
Supervises the overall preparation of
design, plans, and specifications for all construction projects;
directs preparation of standard procedures
and instructions;
Exercises
general supervision and review over material and soils testing, right of way
acquisition
and waterways development, and directs
maintenance activities of County highways;
Acts as consultant to other departments in
matters pertaining to engineering and to the planning of
public improvements in the above fields;
Prepares a variety of special engineering
reports for the Commissioner of Public Works:
Directs the preparation of related capital
program requests.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES
AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles and
practices of civil engineering; comprehensive knowledge of modern engineering
practices and procedures as they apply to public works; thorough knowledge of
the laws and other regulatory enactments controlling public works; thorough
knowledge of modern developments, of current literature, and sources of
information in public works engineering; thorough knowledge of office
administration; ability to plan and direct the work of engineers, contractors,
and other departmental personnel in a manner conducive to full performance and
high morale; ability to apply engineering knowledge to specific administrative
and technical problems; ability to develop and enforce divisional and departmental
policies; ability to express oneself clearly and concisely, orally and in
writing; ability to give technical and professional review to a wide variety
and large volume of engineering plans, specifications, and other documents;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor's Degree in Civil Engineering and seven (7) years of
experience as a professional engineer exercising managerial or administrative
responsibility for civil engineering projects and/or
programs.
PROMOTIONAL
One (1) year of permanent competitive status
as an Assistant Chief Engineer (Public Works); or
Three (3) years of permanent competitive
status as a Principal Civil Engineer, or Director of Traffic Safety.
NECESSARY SPECIAL REQUIREMENT
At the time of appointment, candidates must
possess a Professional Engineer's License issued by the State of New York and
maintain it while employed in this title.
