FEATURES OF THE CLASS
Under general supervision, an employee in this class researches, analyzes, recommends and develops procedures, processes and/or systems to improve government operations and efficiency. The incumbent serves as a liaison to the County Executive’s Performance Management Team regarding the administration of operations in County Departments. Work requires the application of industrial engineering skills and knowledge of data structures and organization and is reviewed by an administrative supervisor through conferences, presentations and progress reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Conducts industrial engineering studies to streamline
government operations;
Identifies new performance
opportunities and considers alternative organizational models;
Analyzes departments’ operations to identify
issues with current policies, procedures and practices to establish context for
improvement;
Provides guidance to department managers
to create policies and procedures to maximize the effectiveness and efficiency
of government functions;
Evaluates data and organization
charts provided by department managers to recommend modifications to work flow
and offer solutions to reduce redundancy and improve efficiency;
Works closely with the Performance
Management Team to support data gathering and monitor productivity.

Thorough knowledge of the principles, practices and
procedures of industrial engineering; thorough knowledge of the interpretation of
organization models; thorough knowledge of performance appraisal, benchmarking
and data-driven decision making; thorough knowledge of reengineering data
structures and developing tools for measuring work; ability to secure cooperation
and compliance for implementation of new policies and procedures designed to
streamline organization methods; ability to plan and supervise the work of project
team members; ability to present reports clearly and concisely, both orally and
in writing; ability to establish and maintain effective working relationships with
government officials, the staff and the public; tact, judgment and
impartiality; physical condition commensurate with the demands of the
position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree in Industrial Engineering, and six (6) years of experience in
researching, analyzing and developing plans for improved operations and
productivity.
PROMOTIOANL
Two (2) years of permanent competitive
status as an Industrial Engineer.
