DISTINGUISHING
FEATURES OF THE CLASS
Under general
direction, an employee in this class is responsible for planning, organizing,
reviewing and directing all mechanical and electrical system design and
construction for County buildings, and sewerage facilities. The incumbent
initiates and establishes administrative and technical policies and procedures
for the development, analysis and evaluation of engineering projects with
respect to their feasibility, cost, economic justification, public necessity
and convenience. Supervision is
exercised over professional, technical and clerical staff. Work is reviewed by the Commissioner of
Public Works through conferences, reports and the attainment of
objectives. Does related work as
required.
TYPICAL
WORK ACTIVITIES
Develops and implements
administrative and technical policies and procedures for facilities engineering
projects;
Supervises the preparation of
Requests for Proposals, designs, plans and specifications for all facilities
engineering projects;
Directs preparation of standard
procedures and instructions in field operations;
Prepares a variety of special
reports pertaining to the design, construction and cost of public projects as
directed by the Commissioner;
Oversees the preparation and
execution of contracts with both consultants and contractors on County
projects;
Acts as liaison between the
Commissioner and special engineering consultants;
Acts as consultant to other County
departments in matters pertaining to engineering and the planning of
engineering improvements in County buildings and facilities;
Directs the preparation of related
Capital Program requests.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of engineering principles and practices; comprehensive knowledge of
modern building construction methods and materials; thorough knowledge of law
and regulatory enactments controlling building construction as applied to
public building and related projects; thorough knowledge of modern development,
current literature and sources of information in public works engineering;
thorough knowledge of modern office administration; ability to plan and direct
the work of engineers, contractors and other departmental personnel in a manner
conducive to full performance and high morale; ability to develop and enforce
divisional and departmental policies; ability to give technical and
professional review to a wide variety and large volume of engineering plans,
specifications and other documents; ability to prepare operating budgets and to
prepare comprehensive recommendations and reports on engineering problems
affecting the County; good judgment; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New York State or
regionally accredited college or university with a Bachelor's Degree in
Mechanical or Electrical Engineering, and twelve (12) years experience in the
design and/or installation of mechanical or electrical systems and equipment,
including (8) years as a Licensed Professional Engineer, two (2) years of which
must have been in exercising administrative responsibility.
NOTE: A Master’s Degree in Mechanical or Electrical
Engineering may be substituted for two (2) years of the non-licensed
experience.
Either:
a) Two (2) years of permanent
competitive status as a Principal Mechanical Engineer; or
b)
Four (4) years of permanent competitive status as an Associate Mechanical
Engineer or an Associate Electrical Engineer.
NECESSARY
SPECIAL REQUIREMENTS
At the time of
appointment candidates must posses a Professional Engineer’s License issued by
the State of
