DISTINGUISHING FEATURES OF THE CLASS

An employee in this class plans and supervises the technical activities of a mechanical engineering section or acts as a consultant to a technical or administrative supervisor.  Work entails the application of engineering skills to mechanical engineering projects in connection with the preparation or review of estimates, specifications and plans for the construction, alteration or reconstruction of plumbing, heating, ventilating or air conditioning systems in County buildings.  Supervision is exercised over a staff of professional, technical and clerical employees.  Work is reviewed by an administrative or technical supervisor through discussions and inspection, principally for determining general progress and adherence to departmental policies and regulations.  Does related work as required.          

 

TYPICAL WORK ACTIVITIES

                Supervises and participates in the preparation and design of systems, plans, cost estimates and contract specifications for the construction, reconstruction or alteration of plumbing, heating, ventilating or air conditioning systems in County buildings;

                Supervises and participates in the review of plans, estimates and specifications of the systems prepared by consulting engineers and makes recommendations to administrative supervisors as to revisions or approval of the plans submitted;

                Directs the inspection of plumbing, heating, ventilating or air conditioning work being performed by contractors, and recommends revisions or acceptance of the work during each phase of the work and upon completion;

                Prepares reports regarding new projects and procedures in the field of mechanical engineering.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices of mechanical engineering; thorough knowledge of the planning, design and construction of plumbing, heating, ventilating or air conditioning systems in buildings; thorough knowledge of modern developments, current literature and sources of information in the field of mechanical engineering; thorough knowledge of applicable rules and regulator codes relevant to the construction and alteration of plumbing, heating, ventilating or air conditioning systems in buildings; ability to plan, design and prepare engineering plans and specifications for plumbing, heating, ventilating or air conditioning systems for buildings; ability to plan, schedule, coordinate and review the work of professional, technical and clerical personnel in a manner conducive to full performance and high morale; ability to perform engineering computations and to make comprehensive recommendations on mechanical engineering problems; physical condition commensurate with the demands of the position.     

 

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

                Either:

                a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Mechanical or Electrical Engineering, and six (6) years of experience in the design and/or installation of mechanical systems and equipment, including two (2) years as a Licensed Professional Engineer; or

                b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and ten (10) years of experience in the design and/or installation of mechanical systems and equipment, including two (2) years as a Licensed Professional Engineer; or

                c) An equivalent combination of education and experience as defined by the limits of a) and b).

 

                PROMOTIONAL

                Two (2) years of permanent competitive status as a Mechanical Engineer.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and throughout employment in this title, the employee must possess a Professional Engineer's License issued by New York State.
