DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs professional
engineering and administrative work in the development and maintenance of town
facilities. The incumbent is responsible for planning, organizing and directing
all engineering functions of a town engineering department. The principal responsibilities are for
determining and establishing technical and administrative policies and
procedures for the development, analysis and evaluation of engineering projects
with respect to their feasibility, cost, economic justification and public
necessity and convenience. Supervision is exercised directly or indirectly over all departmental
employees. Does related work as
required.
TYPICAL WORK ACTIVITIES
Directs
the inspection of all contracted work on approved public projects, such as:
public buildings, recreational facilities, parking lots, traffic lights and
controlled studies of waste disposal facilities;
Directs review
of site improvement plans for sub-divisions; recommends acceptance or revision
of sub-division layouts; provides up-to-date zoning maps for public use and for
reference by other departments for tax purposes;
Supervises
inspections performed by the engineering department and makes recommendations
regarding acceptance of improvements;
Supervises
consultants' engineering activities pertaining to roads, bridges and drainage
structures;
Investigates
and processes complaints relating to roads, grading and drainage;
Conducts
surveys to establish lines and grades in engineering projects for other
agencies;
May act in
an engineering advisory capacity to the Town Board or other town agencies.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of the
principles and practices of civil engineering; comprehensive knowledge of
engineering practices and procedures as they apply to public works; thorough
knowledge of laws and other regulatory enactments controlling public works;
thorough knowledge of modern developments, current literature and sources of
information in public works engineering; thorough knowledge of modern office
administration; ability to plan and direct the work of engineers, contractors
and other departmental personnel in a manner conducive to full performance and
high morale; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
One (1)
year of civil engineering experience after the acquisition of a Professional
Engineer's License issued by the State of New York.
PROMOTIONAL
Two (2)
years of permanent competitive status as an Assistant Town Engineer.
NOTE: License must be maintained during employment in this title.
