DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for assisting in the evaluation of contractor qualifications and accountability prior to the award of contracts. The incumbent will assist in ensuring construction projects are performed timely and pursuant to contract specifications and applicable labor laws. Supervision is received from an administrative supervisor through conferences and reports. Performs related work as required.

 

TYPICAL WORK ACTIVITIES

            Reviews contractor qualifications and makes recommendations prior to the award of contracts;

            Assists in monitoring conformance with labor law requirements during construction projects;

            Resolves disputes between contracted workers regarding labor classifications and jurisdiction;

Monitors construction projects to insure that contract provisions are complied with.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of federal, state and local regulations pertaining to contracts; thorough knowledge of the principles, practices and techniques of contract administration; good knowledge of labor laws; good knowledge of contract terminology and procedures; ability to establish and maintain effective working relationships with representatives of various agencies and co-workers; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

Graduation from a New York State or Regionally accredited college or university with a Bachelor’s degree, and eight (8) years of experience in resolving labor issues related to public works construction projects.

 

NOTE:  Additional experience beyond high school may be substituted for the above education on a year for year basis.
