DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class coordinates the preliminary and follow-up work required to design, prepare for bid and adminis­ter the construction of all buildings under the Capital Fund Program.  The incumbent is responsible for developing building programs, cost estimates, schematics, preliminary work drawings and building specifications.  Supervision is exercised over a number of building construction personnel and supervision is received from a technical administrator through conferences, project work and progress reports.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Coordinates the development of building projects in Suffolk County being planned for or under construction;

          Prepares and/or reviews the preliminary design specifications and drawings, cost estimates and bidding procedures prerequisite to the construction of a building project;

          Supervises the distribution of bid construction specifications, receipt of bids and their review;

          Reviews and makes recommendations on payments to contractors;

          Administers projects under construction and prepares progress reports;

          Coordinates all trades participating in a particular project;

          Prepares reports on detailed and broad recommendations of meetings held with contractors and consulting agencies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and procedures of building construction; thorough knowledge of the planning, design and construction of public buildings; good knowledge of the principles and practices of architec­ture; good knowledge of building construction methods of estimating materials, equipment and labor in terms of cost and time; good knowledge of the applicable laws and regulatory codes relevant to the construction and renovation of public buildings; ability to plan, design and prepare building plans and specifica­tions; ability to perform engineering computations and to make comprehensive recommendations on building construction problems; physical condition commensu­rate with the duties of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Architecture and six (6) years of experience in architecture or building construction which includes responsibility in the field of design, bid preparation and/or administration.

 

NOTE:  Experience in performing building construction inspections for compliance with official standards and specifications may be substituted for college on a year-for-year basis.  Candidates must have graduated from high school or possess a high school equivalency diploma.
