DISTINGUISHING
FEATURES OF THE CLASS
Under general
supervision, an employee in this class is responsible for the supervision,
development, implementation and maintenance of all Geographic Information
System (GIS) activities. The incumbent is expected to exercise independent
judgment and initiative in completing duties. Supervision is exercised over
technical and support staff. Work is reviewed through periodic conferences and
written reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Supervises
the work of Computer Graphics Mapping Specialists, Geographic Information
System Technicians, Drafters and other support staff;
Designs and customizes computer
programs to develop applications for public Internet access and departmental workflow;
Develops
procedures to incorporate new databases;
Prepares
statistical analyses and reports utilizing GIS computer software;
Researches new technology to enhance
GIS and makes recommendations for improvements;
Makes
recommendations regarding the use of GIS for current and planned projects or
programs;
Makes GIS presentations to public
and private organizations;
Provides technical support for
hardware and software related to GIS;
Acts as liaison with governmental
agencies and the general public;
Trains
personnel in the use of GIS software and applications.
FULL PERFORMANCE
KNOWLEDGE SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of Geographic Information Systems principles and practices; thorough
knowledge of the principles and practices of map drafting; thorough knowledge
of data file management; ability to read and interpret maps, charts, plans and
survey notes; ability to think in abstract terms and apply such reasoning to
the operation of Geographic Information Systems; ability to follow complex
written instructions and procedures; ability to supervise personnel in a manner
conducive to full performance and high morale; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s degree, and two (2) years of experience in the application of Geographic Information System technology.
NOTES:
Additional experience in computer-aided drafting, computer-aided design, computer-aided map drafting, or with a Geographic Information System may be substituted for education on a year-for-year basis to a maximum of four (4) years. Candidates must have graduated from a standard high school or possess a high school equivalency diploma.
Education beyond
high school in computer science from a college with federally-authorized
accreditation or registration by NY State may be substituted for experience on
a year-for-year basis up to a maximum of one (1) year.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Geographic Information Systems Technician II.
