DISTINGUISHING FEATURES OF THE CLASS
An employee
in this class is responsible for assisting the Geographic Information Systems
Coordinator with the development, implementation, coordination, and administration
of Geographic Information Systems (GIS) and/or other graphics software packages
to prepare complex map layouts, architectural renderings and site plans for
TYPICAL
Analyzes, develops and maintains the countywide GIS system;
Supervises and coordinates work of the Department of Information
Technology staff, other County departments, consultants, and vendors to enhance
GIS operation;
Performs high-level GIS programming, analysis, design, testing, and
implementation tasks;
Analyzes

Assists the GIS
Coordinator in developing and implementing a modernization plan including providing
software and hardware recommendations;
Assists the GIS
Coordinator in reviewing recommendations of staff for new computers, peripheral
equipment and software for potential to meet needs;
Assists in
formulating the GIS Division budget and reviews and recommends purchase of
equipment and software;
Develops
specifications for the procurement of goods and services from outside
contractors;
Assists with the development, design, and coordination of training
classes for personnel;
FULL PERFORMANCE KNOWLEDGES,
SKILLS, ABILITIES
Comprehensive
knowledge of the principles, practices and techniques of map drafting including GIS theory, spatial analysis, the use of map projections,
geoprocessing tools; thorough knowledge of IS/GIS systems with
specific expertise utilizing ESRI server applications; thorough knowledge of
GIS software solutions such as AutoDesk AutoCad, Intergraph GeoMedia, and
Bentley Microstation; good knowledge of programming
and data file management using programs such as RDBMS, Oracle or MS SQL;
ability to read and interpret maps, charts, plans and survey notes; ability to
present highly technical information clearly and concisely both orally and in
writing; ability to plan, direct and
review the work of subordinates in a manner conducive to full performance and
high morale; ability to provide training and technical guidance to lower level
personnel; physical condition commensurate with the demands of the position.
OPEN COMPETITIVE
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor’s degree in geography, planning, cartography, the natural
or environmental sciences, or a related field plus four (4) years of experience
in computer-aided
drafting, computer-aided design, computer-aided map drafting, or with a Geographic Information System.
NOTES: Additional experience in computer-aided drafting,
computer-aided design, computer-aided map drafting, or with a Geographic
Information System may be substituted for education on a year-for-year basis up
to a maximum of four (4) years. Candidates must have graduated from a standard
high school or possess a high school equivalency diploma.
Additional graduate education in a relevant field
will be substituted for experience on a year-for-year basis up to a maximum of
one (1) year.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Geographic Information Systems Technician III.
