DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs professional work involving the training of personnel and participation in the drafting and maintenance of the County Property Map, Real Property Tax Map, road record map and GIS mapping.  These duties differ from those of a Map Drafter I in that the incumbent receives more responsible and difficult drafting assignments.  The incumbent performs with a minimum of supervision, and assumes responsibility for limited technical decisions in accordance with policies determined by the department.  Assignments are received from a professional supervisor who reviews work upon completion for adherence to procedures and for accuracy.  Supervision may be exercised over technical and/or clerical personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Translates deed descriptions, survey notes and other information for the plotting and mapping of the County Property Map, road record map, Real Property Tax Map, and GIS maps, using computerized methods;

            Reviews transfers of property as shown in deeds, wills, court petitions, surveys and maps filed pursuant to law, to determine revisions necessary on official record maps;

            Assigns employees to make necessary changes to update record maps, County Property Maps, Real Property Tax Map, road maps, and GIS maps;

            Oversees the filing and reproduction of all records in reference to assigned portions of the County Property Map, Real Property Tax Map, road map, and GIS maps;

            Prepares reports to indicate discrepancies in ownership of property as ascertained from recorded deeds of maps, to request field surveys to ascertain where discrepancies exist, or to initiate a search of filed records for clarification;

            Confers with town assessors to ascertain correct ownership of properties or other discrepancies;

            May supervise the work of technical employees in drafting and plotting property transfers on official record maps and researching records to establish ownership of property.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the methods, practices and procedures of map drafting; thorough knowledge of terminology and practices of land surveying; good knowledge of geometry and trigonometry, as they pertain to drafting transactions and road records; good knowledge of Lambert projections as applied to State Coordinate Systems; skill in the use of drafting instruments and equipment, including computerized graphics systems used by the department; ability to perform difficult technical computations quickly and accurately; ability to plan, supervise and review the work of a staff in a manner conducive to full performance and high morale; ability to prepare oral and written reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a  college with federally-authorized accreditation or registration by NY State with an Associate's Degree which includes or is supplemented by at least twelve (12) credits in drafting, and six (6) years experience as a drafter, at least four (4) of which must have been as a map drafter; or,

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience as a drafter, at least four (4) years of which must have been as a map drafter; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

            NOTE: Additional relevant education from a college with federally-authorized accreditation or registration by NY State (which includes course work in drafting, surveying or cartography) will be substituted for the general drafting experience on a year-for-year basis up to a maximum of four (4) years. Candidates must possess the four (4) year of specific experience as a map drafter.

 

Coursework in drafting, surveying or cartography from a non-degree-granting institution may be accepted based upon credit hour equivalence.  Candidates must possess the four (4) years of specific experience as a map drafter.

 

            PROMOTIONAL

            (a) Two (2) years of permanent competitive status as a Map Drafter I; or,

            (b) Four (4) years of permanent competitive status as a Drafter I in the Suffolk County Real Property Tax Service Agency.
