DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs highly complex drafting work to prepare and maintain maps used for property tax records, land use planning, zoning, land acquisition review, highway records or other purposes.  These duties are distinguished from those of a Map Drafter II by the more highly specialized or complex nature of the assignments or the greater extent of supervision exercised.  Performance is evaluated by an administrative or professional supervisor through review of the maps prepared, consultations and periodic conferences.  Direct supervision is exercised over technical and clerical personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assigns and supervises the work of Map Drafters I and/or Map Drafters II engaged in the preparation and updating of real property, planning, zoning, highway or other maps, using computerized methods;

            Reviews and makes technical decisions on complex drafting problems involved in transfers, consolidations and apportionments of real property;

            Prepares specialized maps for use in planning decisions, including topographical studies and layouts of storm water drainage patterns;

            Performs technical review of deeds, surveys and other documents concerning the acquisition of land by municipalities for parks, highways, drainage and other purposes;

            Researches tax rolls, property tax maps, wills and deeds to resolve complex questions of property ownership;

            Supervises the drafting of maps illustrating environmental features of an area, such as soil permeability, water tables, vegetation, flood and erosion hazards and fragile biological habitats.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the methods, practices and procedures of map drafting; thorough knowledge of geometry and trigonometry as they apply to map drafting; thorough knowledge of the terminology, procedures and methods of recording real property transactions; thorough knowledge of the terminology and practices of land surveying; thorough knowledge of Lambert projections as applied to State Coordinate Systems; skill in the use of drafting instruments and equipment, including computerized graphics systems used by the department; ability to read, interpret and identify discrepancies in deeds, wills and other legal documents involved in real property transactions; ability to plan, assign and supervise the work of technical and clerical employees in a manner conducive to full performance and high morale; ability to perform difficult technical computations quickly and accurately; ability to prepare oral and written reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with an Associate’s Degree, which includes or is supplemented by at least twelve (12) credits in drafting, and eight (8) years of experience as a drafter, at least four (4) years of which must have been as a map drafter; or,

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and ten (10) years of experience as a drafter, at least four (4) years of which must have been as a map drafter; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

NOTE:  Additional relevant education from a college with federally-authorized accreditation or registration by NY State (which includes course work in drafting, surveying or cartography) will be substituted for the general drafting experience on a year-for-year basis up to a maximum of four (4) years. Candidates must possess the four (4) years of specific experience as a map drafter.

 

Coursework in drafting, surveying or cartography from a non-degree-granting institution may be accepted based upon credit hour equivalence.  Candidates must possess the four (4) years of specific experience as a map drafter.

           

            PROMOTIONAL

            One (1) year of permanent competitive status as a Map Drafter II or Computer Graphics Mapping Specialist.
