DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the
supervision and training of personnel in the proper practices of modern mapping
techniques, compilation and computation for the maintenance and extension of
control mapping. The incumbent will be
responsible for County or municipal mapping programs such as the property map,
road record map, sewer map and monumentation.
Depending upon assignment, responsibility may also be included for
supervising and directing field and office work in performing surveys for
public works projects. Assignments are
received with general instructions, but incumbents are expected to use
independent initiative and judgment in completing them. The position requires professional work of an
important and difficult nature.
Supervision is exercised over technical assistants, and work is reviewed through periodic conferences and upon
completion for desired results. Does related
work as required.
TYPICAL WORK ACTIVITIES
Assumes
responsibility for the field work involved in maintaining the control
monumentation net and field checking of any discrepancies in the recorded deeds
and actual field conditions for the proper location and boundaries of the
described parcels;
Trains
and supervises personnel to perform computations necessary to translate field
data into the New York State Plane Coordinate System, with application of the
necessary corrections for meteorological data, eccentricities of instruments
and reflectors, slope factor, and reduction to sea level data;
Directs
survey operations for design, right-of-way and construction of Public Works
projects;
Supervises
and trains technical personnel in all phases of conventional and electronic
surveying, including geodetic, cadastral survey, and global positioning systems
(GPS);
Supervises
field work of tying in properties in relation to County purposes, municipal
property maps and road record map;
Supervises
and directs personnel in the determination of necessary surveys and research
for location of deed descriptions for plotting on County or municipal property
map and/or road record map;
Supervises
and serves as liaison with surveyors working under contract in the jurisdiction;
Provides
professional testimony in court when necessary;
Acts
as a liaison and coordinator between a department and the general public.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of
electronic and manual surveying; thorough knowledge of the standards and
specifications for the execution of a high precision traverse and vertical
control network to maintain and extend control monumentation; thorough
knowledge of survey terminology and practices in relation to deed descriptions;
thorough knowledge of property filing records and procedures; thorough
knowledge of mathematics including trigonometry and its application to field
surveying; good knowledge of both Mercator and Lambert projections as applied
to New York State Coordinate Systems; knowledge of First Order geodetic
triangulation system including Azimuth determination, computation and
adjustment of triangles, geographic position, inverse position, special angle
computations and conversion of geodetic angles to grid angles; skill in the use
of surveying equipment including electronic total station instruments,
automatic data collectors and GPS equipment; skill in the use of
state-of-the-art computer software, including CAD and COGO; ability to perform
difficult technical computations, and to compile surveying data and
statistics; ability to supervise personnel in a manner conducive to full
performance and high morale; physical condition commensurate with the demands
of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree in Civil Engineering or a
related field, and eight (8) years of survey experience, with six (6) years in
a supervisory capacity, some of which must have involved property line surveys,
deed descriptions and construction surveying; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and twelve (12) years of survey experience with six (6)
years in a supervisory capacity, some of which must have involved property line
surveys, deed descriptions and construction surveying; or,
(c)
An equivalent combination of education and experience as defined by the limits
of (a) and (b).
PROMOTIONAL
Four
(4) years of permanent competitive status as an Assistant Map and Coordinate
Supervisor.
NECESSARY SPECIAL REQUIREMENT
Candidates must possess a New York State surveyor's
license at the time of appointment;
license must be maintained throughout employment in this position.
